Grandview Heights NCP Area 2: Sunnyside Heights

A Neighbourhood Concept Plan (NCP) is currently being prepared for the Sunnyside Heights neighbourhood of Grandview Heights. An NCP provides future land use information along with a road layout concept, design guidelines, servicing plan and financing plan. This page will provide background information on the planning process and the latest news and updates.

On April 4, 2005, Council approved Terms of Reference for the preparation of a Neighbourhood Concept Plan (NCP) for NCP Area #2 in Grandview Heights.

NEWS AND UPDATES

Stage 2 Finalization of Sunnyside Heights (NCP #2) - UPDATE

The proposed Stage 2 Land Use Concept and engineering works were presented at a Public Open House on May 18, 2010. This meeting provided an opportunity for the public to comment on the proposed Stage 2 plan prior to presenting it to Council for final approval. Some feedback and correspondence received from the development community highlighted concerns related  to the proposed enhanced drainage system and the transportation network and how these would affect land consolidation and development configurations within the area.

In response to the concerns raised, staff have met with various representatives of the development community and residents to address their concerns. Opportunities to advance the objectives of Surrey’s Sustainability Charter were also discussed. As a result of the discussions, staff have undertaken a number of actions in order to address concerns raised. These actions include:

  • Evaluating the opportunity to provide stormwater detention ponds in selected catchments of the NCP area, where the cost to provide these ponds are less than or equal to the enhanced infiltration system while meeting the same objectives;
  • Establishing an effective implementation plan for the enhanced infiltration system;
  • Establishing an equitable financial plan for the enhanced infiltration system;
  • Review / consider some minor changes to the road plans and finalize the network;
  • Review the impact engineering requirements will have on developable parcel size and site density; and
  • Evaluate the possibility of the neighbourhood being developed with LED street lighting.

Staff are expecting to seek Council’s endorsement of the Stage 2 Report this coming Fall.

On July 23, Surrey City Council approved the Stage 1 Land Use Concept Plan for Grandview Heights Neighbourhood Concept Plan # 2.  This plan outlines the general land uses and densities and is the basis for more detailed planning necessary to complete the Stage 2 component of the plan.  The Corporate Report and Stage 1 NCP Document are linked below:
