PAPP customers can expect to find a balance on their tax statement as no money is withdrawn on June or July when the tax bill is generated and sent. You will need to make a seperate payment and pay off the final balance by the July 2nd.

Monthly Payments
1. How is the monthly payment calculated?
- The monthly payment will be calculated by totaling this year's net property taxes and annual utilities and dividing by eleven, or by an amount mutually agreed upon. The payments will be collected over 10 months (August 1 to May 1) leaving the 11th payment to be made manually by the July 2nd due date for property taxes.
- It is the customer's responsibility to alert us to any changes that would affect the monthly payment amount, such as converting to metered utilities or becoming eligible for the additional Home Owner Grant.
2. How does the plan work?
- The monthly payments will be collected on the first day of each month, starting in August and ending in May.
- There will be no withdrawals for June and July.
- The credit accumulated in your prepayment account will be applied to your annual utilities (if applicable) due April 2.
- The customer must pay any difference and claim the Home Owner Grant if eligible by July 2nd.
- Outstanding balances must by paid by the due dates each year to avoid penalties.
3. Why are monthly payments not withdrawn in June and July?
- Property taxes are generated at this time. We cannot withdraw the difference as this amount will vary from property to property. The owner is responsible to pay the difference and claim the Home Owner Grant if eligible.
4. Can PAPP payments be withdrawn on the 15th of the month or another day of my choosing?
- No, to reduce administrative costs, the City withdraws monthly payments only on the 1st of the month. A property owner has the option to give us post-dated cheques for the day they want the payment withdrawn.

- No, all property taxes and utilities must be paid in full.

Refunds & Changes
1. Can the PAPP credit be refunded to the property owner if the property is being sold?
- We do not refund credits under the plan. The new purchaser must buy the credit when the property changes hands.
- It is the owner's responsibility to notify us of any changes in property ownership and provide written cancellation of the plan.
2. I sold my property and bought another property in Surrey. Can I transfer the plan to my new property?
3. I'm on the plan and I want to defer next year's taxes. What should I do?
Please notify us in writing to cancel the plan. The plan cannot be used to pre-pay your annual utilities only. If you wish to defer the entire amount of next year's taxes, you will want to stop your pre-payments. For more information on deferment, please see our
