Councillor Villeneuve has lived in Surrey for 35 years and has raised two sons, Riel and Dylan with her husband Michael. Judy holds a Bachelor of Arts degree from the University of California. With a keen interest in Canadian literature, she was the Pacific Co-ordinator for The Writers' Union of Canada for 23 years. On Surrey City Council for 20 years, Councillor Villeneuve holds the Social Planning and Housing Portfolio. As Chair of the Social Planning Committee, Judy provided leadership in establishing an Affordable Housing Reserve Fund, Social Planning and Youth Recognition Awards, a relevant Multicultural Policy and community discussions on health care issues. She spearheaded the drive to create a Social Plan for Surrey. Currently, she is Chair of Surrey's new Homelessness and Housing Society. She also serves on Regional and National housing boards. She continues to be known as a City Councillor who works to bring Surrey residents into the decision-making processes of their City Hall. She currently serves on Surrey's Finance Committee, Gaming Committee, the Parcel Tax Roll Review Panel, and the Surrey Airspace Task Force. An avid advocate for the arts, Judy spearheaded Surrey's Public Art Policy, participated in developing a Cultural Plan for the City and chaired the Union of BC Municipalities (UBCM) Cultural Committee. She currently serves as the Council liaison to the Public Art Advisory Committee and is on the Mayor's Committee on Arts and Culture as well as the 2008 Cultural Capitals of Canada Program in the City of Surrey. Councillor Villeneuve is concerned about Public Safety. Pursuing this direction, she pushed for the opening of community police stations throughout Surrey, serves on the City's Public Safety Committee and is a key member of the Mayor's Crime Reduction Strategy Working Group. In partnership with many sectors of the City, this Working Group is working toward the establishment of a Community Court in Surrey which is based on restorative justice. Judy is a committed environmentalist. During her time on Council, Surrey Bend Nature Reserve was purchased, an Environmental Assessment Study was completed, funding was secured for salmon habitat restoration projects, Blackie Spit was designated a nature park, and Camp Kwomais was acquired. Councillor Villeneuve is known as a fiscally responsible and accountable Councillor with a heart. She continues to speak up about the need for social planning in the City. Her goal to establish a Surrey Homelessness and Housing Foundation and Society was accomplished in 2008. In 2004 she received the Surrey Leader's "Community Builder" Award for her extensive work in this City. Councillor Villeneuve is a member of the Surrey First Coalition.
