Dog Licensing
Every dog over the age of six months is required by the City of Surrey to have a license. Any dog deemed vicious requires a dog license immediately. Licenses may be purchased at the By-law & Licensing Section of the City Hall. The Surrey Dog Responsibility By-law, 1999, No. 13880, also regulates that a maximum of two dogs are allowed on a residential lot in Surrey, unless a hobby kennel license has been issued.
The fees for dog licensing are as follows:

Proof of Spay/Neuter required for first time licensing.
Proof of Owner's Senior Citizen status (65 years of age) required for first time licensing.
The dog license is valid for one year from the date of purchase. A renewal will be sent to you prior to the dog license expiry date.

All dogs must be on a leash when off their property. Owners of dogs must remove any excrement that a dog deposits on any public property.
A dangerous dog means a dog which meets any one or more of the following conditions:
(a) a dog that has attacked, bitten or caused injury to a person or has demonstrated a propensity, tendency or disposition to do so;
(b) a dog that, while running at large, has attacked, bitten, killed or caused injury to a domestic animal;
(c) a dog that, while running at large, has aggressively pursued or harrassed a person;
(d) a dog that, while running at large, has aggressively pursued or harrassed a domestic animal;
(e) a dog with a known propensity to attack or injure a person without provocation;
(f) a potentially dangerous dog;
- that has been impounded 3 times within the previous 24 months
- for which the owner has received a municipal ticket for ruinning at large 3 times within the previous 24 months; or
- for which the total number of impounds and tickets totals 3 within the previous 24 months.

Kennels
Commercial Kennels
A Commercial Kennel is a kennel that is set up for the boarding, breeding and training of dogs not owned by the kennel owner or operator.
Commercial Kennels must be located on property zoned A1 or A2 with a minimum lot size of 5 acres. The building housing the animals must be set back from the property lines a minimum of 30 metres. 100 square feet of non-porous runs are required for each animal.
Hobby Kennel
A Hobby Kennel is a kennel that is used to keep a maximum of six dogs over the age of six months old. Dogs must belong to the owner or operator of the kennel and are to be kept for the purpose of breeding or showing the animals.
Hobby Kennels are permitted in A1, A2, RA and RH zones with a minimum lot size of 1 acre. 50 square feet of non-porous runs are required for each animal.
The Keeping of Animals
The Surrey Zoning By-law, No. 12000 makes provisions for the keeping of animals on properties in Surrey. Each lot in Surrey may have a maximum of 2 dogs. Cats, birds, etc. have no limit on a property.
On properties in the RA, RH, RF and RF-SS zones, there are provisions for allowing the keeping of livestock, poultry, rabbits and chinchillas. Properties that wish to keep these animals must be a minimum of 1 acre in size. The following restrictions apply:
- Two livestock (any ungulate including cow, bull, horse, mule, ass, sheep, goat, swine or llama and includes their young) for every 0.4 hectare (1 acre).
- Six sheep or goats, for every 0.4 hectare (1 acre). Twelve head of poultry, excluding roosters, for every 0.4 hectare (1 acre).
- Rabbits and chinchillas where the lot is 0.4 hectare (1 acre) or greater, or 2 rabbits or chinchillas where the lot is less than 0.4 hectare (1 acre).
