Secondary Suites

Definition of a Secondary Suite

A Secondary Suite is defined as a second dwelling unit, located within the structure of an owner-occupied single family dwelling.

Suites within the City limits fall into two categories: Authorized Suites and Unauthorized suites.

Authorized Suites

A program exists within the City of Surrey to legalize suites. It is a two step process: the rezoning of the property and the application and approval of building, plumbing and electrical permits. Contact the Planning Department at 604-591-4011 for more information on the process and requirements.

The City of Surrey cannot order an authorized suite to be removed from a home once it has complied with the legal requirements.

Unauthorized Suites

Unauthorized Suites are ones which have not gone through the legalization process. Currently, the City has instituted a utility cost recovery program. The program's intent is for the City to recoup the costs that Secondary Suites place on the water, sewer and garbage systems.
