Erosion and Sediment Control

The City of Surrey has worked closely with the development/building industry along with consulting firms, and various government agencies in the development of a workable Erosion and Sediment Control (ESC) By-law.

Prior to the ESC Bylaw, the development/building industries were only required to implement Best Management Practices (BMPs) on construction sites. However, proper uses of BMPs on construction sites were inadequately followed and there was limited enforcement.

The City has developed an ESC Bylaw, which sets forth mandatory standards for Erosion and Sediment Control and BMPs on construction sites. This Bylaw has been implemented to encourage best management practices and to provide standardized erosion control measures applicable to construction sites.  In February 2007, the new Bylaw received provincial approval from the Minister of Environment after industry acceptance and was adopted by council as of March 12, 2007.
