WHAT IS THE LEISURE ACCESS PROGRAM?
The City of Surrey's Leisure Access Program provides an opportunity for permanent city residents in financial need to participate in Parks, Recreation and Culture activities at a very low cost.
The Program provides participants with an Annual Family Pass for unlimited access to drop-in activities at all City operated Recreation Facilities (facility listings and addresses below) and a 75% discount on most Parks, Recreation & Culture registered programs (some programs are not available).
WHO CAN USE THE LEISURE ACCESS PROGRAM?
All permanent Surrey residents who meet the annual Family Net Income limitations may apply.

HOW CAN I APPLY?
Bring your application form along with all required documents to your nearest Surrey Parks, Recreation and Culture facility for review
REQUIRED DOCUMENTS
- Notice of Assessment(s) for all adults in the Family
- Good and Services Tax Credit
- Canada Child Tax Benefit and BC Family Bonus Notice - only for applications with dependents
- Proof of address (current bill/invoice in the name of one adult in the Family)
- Government issued photo ID
HOW DO I USE MY PASS?
Once you and your family have an active Leisure Access Pass it is valid for all regular drop-in activities at all City of Surrey operated recreation facilities.
Drop-in activities include:
SWIMMING
- SKATING (helmet and rentals included)
- WEIGHT ROOM
- FITNESS CLASSES
- SPORTS DROP-IN
Please note that a few drop-in specialty classes are not accessible via Leisure Access.
Registered programs are available to all of your family members at 25% of the regular cost. Please take time to review the Leisure Guide for a complete listing of the programs we offer. There's something for everyone! You may register for as many courses as you like throughout the year, there is no limit. A new Leisure Guide is published each season so be sure to pick up one for Fall, Winter, Spring & Summer.
