The objective of Surrey's 10 Year Servicing Plan is to establish a program of works to facilitate the provision of Municipal engineering services in line with the Official Community Plan and the various Neighbourhood Concept Plans approved by Council. The servicing plan identifies the costs to provide road, drainage, water and sewer services for both the existing population and the projected growth in population that is expected to occur within the next 10 years. Provided below is the 10-Year Servicing Plan (2010-2019), which details the infrastructure required to service the current and future needs of the City, and their costs.
10 Year Plan
The City of Surrey has had Development Cost Charges since 1979. These Development Cost Charges (DCCs) are updated every few years to reflect current costs and growth trends.
As land and construction prices have fallen over the past year, the Engineering Department has prepared a new comprehensive 10-Year Servicing Plan. The Plan results in slight reductions to our DCC rates. The first three readings of the DCC By-law were completed by Council on January 11, 2010. The By-law has now been approved by the Ministry of Rural and Community Development. The By-law has been adopted by Council, with an effective date of March 15, 2010 for the new DCC rates.

As part of the DCC process, and as required by Section 937.01 of the Local Government Act, the City of Surrey is required to complete a DCC Report for each year. The City’s 2008 Report is now complete, and summarizes the following:
