In 2009, Council authorized staff to proceed with the development of a Housing Action Plan. The Plan will articulate a vision, guiding principles and a plan for municipal actions towards the goal of an adequate supply of housing to meet the full range of incomes and needs in the City of Surrey.
The development of the Housing Action Plan involves:
- Research and Analysis – Research and analysis was undertaken on housing needs, housing stock, and current City policies and practices related to the provision of affordable housing.

Consultation – The development of the Plan will include consultation with City staff and Committees, stakeholders and the public.
Implementation – The Housing Action Plan will outline a proposed work program to implement the recommendations. It will prioritize actions into short‑term (five years) and longer‑term actions.
