Request for Proposals

PURPOSE

In order to respond more effectively to daily operational challenges, the City of Surrey (the “City”) is interested in seeking proposals from proponents (the “Proponent”) having recent experience in providing an enterprise business intelligence and data driven decision making (BI-D3M) analytics software solution(s) incorporating dashboards, standard reports, departmental and enterprise KPI’s, in one of the following hosting models:

  • On-Premise (Software License and On-Premise Implementation-only) – traditional on-premise solution in which the City is responsible for deploying and operating the solution on City hardware and in this City’s datacentre(s); or
  • Cloud Computing – where the software and hardware are hosted in the cloud through the use of a subscription model; or
  • Hybrid-Cloud – where the hosting model differs for components of the proposal or the software is operated in a hybrid manner (for example, software that is hosted on-premise but managed by an external software provider).

SCOPE OF SERVICES

The intent of this RFP is to select a software service provider(s) to develop and implement a comprehensive enterprise business intelligence and data driven decision making (BI-D3M) analytics Software solution(s).  The data analytics platform should consolidate and manage data provided by a variety of transactional systems related to citizen interactions, administrative processes, training, and workforce management.

 

As a condition of participating in this RFP process each Proponent must sign and deliver to the contact person named below the confidentiality agreement (“Confidentiality Agreement”), substantially in the form attached to this notice or otherwise acceptable to the City in its discretion.  Proponents will not be provided with access to any further information regarding this procurement opportunity, be invited to participate in the Proponent information meeting or interactive sessions or participate further in the RFP process unless and until they have signed and delivered a Confidentiality Agreement as required by this section.
