Request for Expressions of Interest and Statements of Qualifications

PART 1 INVITATION
RFQ INTENT

The intent of this Request for Qualification (RFQ) is to seek statements of qualifications (Responses) from parties (the Respondents) interested in providing Any Subcontractor Work indicated in APPENDIX A for the Cloverdale Sport and Ice Complex (“CSIC”). More specifically, the intent of this RFQ is to short-list up to four (4) Respondents per CSI division to participate in this Tender. Turner Construction Company (TCCO) also reserves the right to increase the number of shortlisted depending on the applications received.

1.1. PROPOSAL SUBMISSION
1.2.1  RFQ submissions should be submitted in electronic PDF format.
1.2.2  RFQ respondent submissions should be in conformance with the submission format outline. 
1.2.3  Proposals should be submitted via email no later than 2:00:00 PST on the 25th day of May, 2018 (the "RFQ Closing") to:

PART 2 PROJECT DESCRIPTION
2.1  PROJECT SCOPE & BACKGROUND
Turner Construction Company was awarded the Construction Management at Risk Contract in June of 2017 for the Cloverdale Sport & Ice Complex Project. This project is a new 95,000 sf two-storey recreational facility providing two NHL sized ice sheets, change rooms, officials' rooms, seating for 200 spectators per sheet, and supporting facilities. Front of house facilities include lobby, servery/vending lounge, skate rental shop and lace up benches/cubbies. Additional community spaces include two large multipurpose rooms and two meeting rooms. Site development includes a new parking lot for 240 spaces, landscaping, utility tie-ins, storm water retention system, and new extension to Street 177b south of 64 Avenue.

NOTE: Successful bidders will be issued Subcontracts directly by TCCO. City of Surrey form of contract with project specific terms and conditions will be available for examination through Tender Period, and shall form part of the complete Subcontract package upon award.

2.2 ANTICIPATED PROJECT TIMING
This project will be performed with the intent of having the facility completed by Summer 2020 and ready for the 2020 hockey season beginning in September. The following are the current anticipated project milestone dates:

04/23/2018 - SUBCONTRACTOR RFQ SUBMISSION DEADLINE
05/07/2018 - RFQ RESULTS RELEASED

MAY 2018 - TENDER PACKAGE 01 (Exact Dates TBD)
AUGUST 2018 - TENDER PACKAGE 02 (Exact Dates TBD)

SUMMER 2018 - CONSTRUCTION START
SUMMER 2020 - CONSTRUCTION COMPLETION & BUILDING OCCUPANCY
