1.     Council approve of Scenario A for the development and construction of the South Surrey Youth Centre.  This proposal results in a building of approximately 2,400 sq. ft.;
2.     That the design of the South Surrey Youth Centre be based upon the building progress developed from the results of the youth survey conducted by the South Surrey Youth Committee; and
3.     That the Parks and Recreation Department continue to work with the South Surrey Youth Centre Committee and the Facilities Management Division of the Corporate Services Department to begin the design and development of the South Surrey Youth Centre, and in addition, other interested community groups, such as adults and RCMP, be welcomed to work with these groups.

(a)     PICTURE AWARENESS DAY
May 7, 1993
WHEREAS          many creative and hard-working citizens have worked to promote and produce feature films in Surrey; the latest example being "Harmony Cats" a film which features the singing and acting talents of Surrey's own Lisa Brokop;
AND WHEREAS     the feature film industry provides the opportunity of promoting themes and culture which is representative of Surrey and of Canada;
AND WHEREAS     the film industry provides economic, employment and cultural opportunities for the businesses and residents of Surrey;
AND WHEREAS     the support of government and private citizens is critical to the growth of the Motion Picture industry in Surrey and the success of films such as "Harmony Cats";
NOW, THEREFORE, BE IT RESOLVED that I, Robert J. Bose, do hereby
declare the day of May 7, 1993, as "Picture Awareness Day" in the District of Surrey.

(b)     RUN FOR HEALTH DAY
May 8, 1993
WHEREAS          this year's event at Bear Creek Park will mark the sixth anniversary of Surrey Memorial Hospital's "Run For Health";
AND WHEREAS     an estimated 1,000 men, women and children of all ages will be taking part in the 8-hour relay;
AND WHEREAS     a great many businesses, service organizations, community groups, hospital departments and medical staff members are contributing to make this annual event a success;
AND WHEREAS     the goal of this year's event is to raise funds to help develop a Special Care Nursery for the maternity department at Surrey Memorial Hospital;
AND WHEREAS     the maternity department at Surrey Memorial Hospital is one of the busiest in the province and there is an increasing demand for the technology and expertise provided by a Special Care Nursery;
AND WHEREAS     the availability of this service in the community will reduce the trauma of separating parents, particularly new moms, from their infants;
AND WHEREAS     Surrey Memorial Hospital gratefully acknowledges the assistance provided by the Surrey Parks and Recreation Department;

May 3 - 9, 1993
WHEREAS          the very serious problems of mental health are of concern to all citizens of Canada as well as the citizens of the District of Surrey;
AND WHEREAS     the Canadian Mental Health Association is a concerned organization striving to improve facilities for the treatment of those experiencing mental illness, especially for children and young adults;
AND WHEREAS     the North Surrey branch is a voluntary branch of the Canadian Mental Health Association, B.C. Division, that exists to raise funds, provide education and promote the mental and emotional well being of citizens who reside in the District of Surrey.  Many of whom are sick.  Others are family members or friends of the sick persons, who often find they also need support;
NOW, THEREFORE, BE IT RESOLVED that I, Robert J. Bose, do hereby
declare the week of May 3 - 9, 1993, as "Canadian Mental Health Week" in the District of Surrey.

The General Manager of Planning & Development submitted a report concerning an invitation from the Ministry of Health to participate in a review of the Community Care Facility Act - Child Care Regulation.  The report indicated that Surrey Council adopted a Child Care Action Plan in August 1992, which outlined the concerns with respect to the Child Care Regulation, including ways and means of encouraging more affordable and quality child care options.
The General Manager of Planning & Development was recommending that Council endorse the proposals in the report for submission to the Ministry of Health.

Item No. R118     Application for Municipal Grant - Khalsa School (5690-0393)
The General Manager of Finance submitted a report providing Council with information concerning an application for a Municipal Grant in lieu of taxes for Khalsa School.  Although the school and the land it is sitting on are exempt from taxes, the area of land surrounding the school building is being used for parking by staff and visitors and as a playing field by the students and is not exempt.
Khalsa School operates as a project of Satnam Education Society of British Columbia, which is registered under The Society Act and as a Charitable Organization under the Income Tax Act.
The General Manager of Finance was recommending that the information be received and a Council decision be made regarding the grant request.

Item No. R119     Service Charges for RCMP Computerized Criminal Record Checks (0254-001)
The General Manager of Finance submitted a report indicating that effective January 1, 1993, the RCMP increased the charge for Criminal Record Checks from $12 to $30.  The practice of not charging individuals who were volunteering to work for non-profit organizations was also eliminated.  Council members have recently received requests to once again exempt volunteers.
The General Manager of Finance was recommending that Council endorse the proposals in the report.

The Fire Chief submitted a report concerning an application the Fire Department made for funding under the 1993 JEPP Program, on a 50/50 cost-sharing basis, to help finance a communication infrastructure to fulfill the communications requirements of the Municipality.
The Fire Chief indicated the Provincial JEPP Committee has agreed to support the application on a 30/70 split.  If approved, the 30/70 split will cost the Federal Government $113,883 and Surrey $265,727.
The Fire Chief was recommending that the information be received.

The Fire Chief submitted a report concerning an agreement with the Forest Service whereby the Fire Department can call upon the resources of the Forest Service if a fire occurs on lands containing timber, shrubs, slash or peat and the Fire Department cannot extinguish or control such fire within one hour.
The Fire Chief was recommending that an agreement with the Forest Service as proposed in the report be endorsed.

The General Manager of Planning & Development submitted a report in response to a concern of the Green Timbers Heritage Society regarding forty acres of Municipally-owned property bounded by 144 Street on the west, 148 Street on the east, 100 Avenue on the south and 101 Avenue on the north.  The Society felt the parcel of land had been improperly removed from its Special Study Area Designation.

The General Manager, Planning & Development submitted a report concerning the revised proposal for Regional Planning Mandate.
Council, at its meeting on February 1, 1993, approved the staff recommendation to advise the Greater Vancouver Regional District that Surrey endorsed the recommendations of the GVRD Task Force on Regional Land Use and Transportation Planning Mandates subject to concerns and suggestions being addressed.  The revised proposal has addressed all of Surrey's concerns.
The General Manager, Planning & Development was recommending that Council endorse the Revised Proposal for Regional Planning Mandate, and that the Greater Vancouver Regional District be advised of Surrey's support of strategic planning for a livable region.

The Deputy Municipal Engineer and General Manager, Planning & Development submitted a report in response to Council's request at the April 5, 1993, Regular Council meeting, when Zoning By-law Nos. 11714 and 11715 were considered.  Petitions had been received by the Public Works Department from residents against the opening of 80 Avenue at 152 Street from the east.
The Deputy Municipal Engineer and General Manager, Planning & Development were recommending that 80 Avenue not be opened to the east side of 152 Street.

Item No. R130     Permission to Negotiate a Single Quotationwith Astro Asphalt Recycling Ltd (1722-2005)
The Deputy Municipal Engineer submitted a report requesting permission to negotiate a single quotation with Astro Asphalt Recycling Ltd.
This contract was previously tendered on two occasions.  The first tender call was in May 1992.  Only a single tender was received from Astro Recycling Ltd.  This tender was not representative of current prices tendered in other jurisdictions; therefore, the tender was rejected under Manager's Report No. R221.  The second tender call took place in August 1992.  Again, Astro Recycling Ltd. submitted a conforming bid with contract sum of $437,416, the only other bid received was for construction with the more conventional paving strategy at 25% higher price.  In view of the limited suitable weather remaining for paving and our hope for more participating bidders for this pilot contract for the new technology, we did not recommend award of this contract to Astro at that time.
The Deputy Municipal Engineer was recommending approval of the awarding of Contract No. 61-2005-2.

The Deputy Municipal Engineer submitted a report briefing Council on the Progress of Transport 2021, which later this year will recommend medium and long range transportation plans for Greater Vancouver.  This submission is an interim overview in anticipation of reporting later with recommendations on the Transport 2021 plans when they are completed.

1.     Letter dated April 2, 1993 from Mrs. La Verna Funk commenting on the unsightliness of property located at 68 Avenue and 142 Street.

COMMENT/ACTION:  This letter was referred to Planning and Development, who reports that the delay in completing the subdivision was caused by the applicant, therefore, no cleanup has taken place on the site.  However, the application is now nearing completion and it is expected that work on the site will commence this summer.  A letter to that effect has been sent to Mrs. Funk.
2.     Letter from Mr. G.L. Zaklan expressing concern with the Fire Department attendance at fires for which he had obtained a burning permit.

COMMENT/ACTION:  This letter was referred to the Fire Department who reports that Mr. G. Zaklan is a long time resident of the Newton Area on a substantial piece of property with numerous trees which produce branches and cuttings that require disposal.
Unfortunately Mr. Zaklan has not been employing the best burning practices, and this results in copious amounts of smoke and complaints to the Fire Department.  The Fire Department has responded to Mr. Zaklan's property three times this year due to the excess smoke; the fires are safe enough but the burning by-law does not permit fires that are a nuisance to others.  Our Chief Officers have discussed this with him, explaining the by-law and requesting compliance.  Mr. Zaklan seemed to be satisfied with our response for these incidents but suggested better solutions, e.g., chipping should be pursued that would provide better air quality.
3.     Letter dated April 2, 1993 from W. Peers suggesting things that can be done to enhance cycling in Surrey, particularly in the vicinity of 192 Street (Highway 10 to 24 Avenue).

COMMENT/ACTION:  This letter was referred to Public Works who comment on the points raised in the letter as follows:
     The Area II Superintendent has been advised of gravel along this portion of 192 Street (Highway 10 to 24 Avenue).  Appropriate measures will be taken to clear this area of gravel.
     Rumble strips are installed across the entire width of road to prevent motorists from driving around the rumble strip.  The use of speed bumps are illegal in Surrey.
     Contractors conducting road works on Surrey roads are required to place construction signage on the side of the road where it will not interfere with moving traffic.  This requirement is enforced by our Construction Inspectors.
     We acknowledge that sidewalk curb heights conflict with bicycle pedal heights in Surrey.  This concern is under review.
With regard to the requests for 1 metre shoulder widths for cycling routes and for the formation of a Bicycle Advisory Committee, we advise that these items are also under review.
     Curbs are typically installed at signalized intersections to prevent a vehicle from leaving the roadway in the event of a motor vehicle accident.
     No Post Guard Rails are usually installed along the edge of a roadway where there are high concerns or evidence of vehicles leaving the roadway.  The No Post Guard Rails on the south side of Highway 10 east of 192 Street have been installed by the Ministry of Transportation and Highways as this road falls under their jurisdiction.  We will request that these guard rails be relocated further away from the travel portion of the highway to allow safer passage for cyclists.
4.     Letter dated March 25, 1993 from the Minister of Energy, Mines and Petroleum Resources enclosing a brief entitled "A Chemical Strategy for British Columbia", and inviting comments.
COMMENT/ACTION:  This letter was referred to Planning and Development, who reports that the paper contains seven strategy elements to serve the needs of the mining industry and those of the government and society at large.  These include strategies to rationalize environmental and regulatory requirements, and strategies for regional economic development.  However, the subject matters do not appear to affect the Lower Mainland.  RECOMMENDATION:  That the Discussion Paper be received.
5.     Letter dated April 5, 1993 from Surrey Manufactured Home Owners Association requesting that Council adopt a policy similar to that of the City of Kelowna with respect to Mobile (Manufactured) Home Sites and Potential Displacement During Redevelopment.

COMMENT/ACTION:  This letter was referred to Planning and Development who reports that discussions with the Minister's Office, Labour and Consumer Services indicate changes to the Residential Tenancy Act are under review (per Kasper Report) and changes are likely during this sitting of the legislature.  RECOMMENDATION:  That Council consider a policy after the Provincial review has been completed.
6.     Letter dated April 1, 1993 from the White Rock & South Surrey Chamber of Commerce requesting permission to hang a banner to advertise its annual exhibition and fair.

COMMENT/ACTION:  This letter was referred to Public Works who advises that permission to hang the banner on 16 Avenue across from Centennial Park is granted as requested and the Municipal Clerk will advise the White Rock and South Surrey Chamber of Commerce accordingly.
7.     Letter dated April 15, 1993 from Douglas Lake Ranch expressing its concern and confusion regarding a GVRD recommendation with respect to a tender on a Green Waste Composting Program.

COMMENT/ACTION:  This letter was referred to Public Works who reports that Surrey is not one of the participating municipalities in this regional program as we already have an arrangement through EPS for composting at Stokes Pit.  EPS have been composting green waste at Stokes Pit since last fall.  The rates charged for waste delivered to their facility are lower than contained in the GVRD proposal call due to lower transportation and operating costs.
One of the unsuccessful proposers and their associates have submitted a number of letters to GVRD municipalities suggesting that the proposal process was flawed.  We have no reason to believe this to be the case and would support the recommendations of the review group comprised of the GVRD and participating municipalities.
8.     Letter dated April 14, 1993 from Surrey Dyking District describing its concern with the Serpentine River Drainage System.

COMMENT/ACTION:  This letter was referred to Public Works who advise that the Province is completing their study of the 200 year flood level on the Serpentine and Nicomekl Rivers.  We understand from the Ministry that this study will be completed by June.  After that time, we will start our study of the rivers using the Province's model.  Funding is included in the Advance Design Item of the Drainage Capital Construction Budget.  The estimate for this work is in the $300,000 range.  One of the options that will be considered is the pumping that Mr. Brown alludes to.  In addition, Council has approved the establishment of a technical liaison committee to bring all the interested parties together in developing the long term plan for the Nicomekl-Serpentine lowlands.  The Surrey Dyking District will be invited to join this technical liaison committee.  Letters of invitation will be sent out the end of April.
9.     Letter dated April 14, 1993 from Bel Construction requesting installation of street lights along 96 Avenue from 182 Street to 192 Street.

COMMENT/ACTION:  This letter was referred to Public Works who advises that they have already examined 96 Avenue for the installation of street lights and will shortly be requesting that B.C. Hydro install lights on the existing poles on the south side of 96 Avenue.  Public Works will also be considering the addition of ornamental street lights on the north side of 96 Avenue in the future.
10.     Letter dated March 28, 1993 from Roots & Wings Montessori Place requesting a by-law amendment to allow their facility to obtain a tax exempt status.

COMMENT/ACTION:  This letter was referred to the Acting Municipal Collector who reports that Section 398(K) of the Municipal Act exempts a building together with the land on which the building stands provided that:
(a)     the building is owned by an incorporated institution of learning that is regularly giving children instruction accepted as equivalent to that given in a public school;
(b)     the building is in actual occupation by the institution; and
(c)     the building is wholly in use for the purpose of giving instruction.
Roots and Wings Montessori Society is an incorporated institution of learning that is regularly giving children educational programs which comply with the instructional time and program requirements determined by the Minister of Education.  It is using the building and the land on which the building stands wholly for the purpose of giving instruction.  However, the property that is being used for the purpose of giving instruction cannot be exempted under Section 398 because the building is not owned by Roots and Wings Montessori Society.  It is owned by the school's principal, Krestin Cassie.
