Public Safety

Department Overview

The Public Safety Office oversees Public Safety Strategies, Public Safety Operations (Bylaw Enforcement and Licencing Services, and Corporate Security) and RCMP Support Services.  Public Safety brings City resources together with our partners to deliver programs and services that promote and ensure safety and wellbeing for our citizens.

Department Structure

The department is made up of three divisions under the leadership of the Director, Public Safety Terry Waterhouse.

Divisions are managed by:

  • Public Safety Strategies Manager
  • Public Safety Operations Manager
  • Manager, RCMP Support Services

Public Safety Strategies

The Public Safety office is responsible for developing, implementing and monitoring the City of Surrey Public Safety Strategy, an evidence-based approach aligned with the vision and strategic goals of Council. The Public Safety Strategy fosters collaboration across all areas of operations in the City. The Strategy prioritizes 36 strategic initiatives that support the following four priorities:

  • Preventing and Reducing Crime
  • Ensuring Safe Places
  • Building Community Capacity
  • Supporting Vulnerable People

The Public Safety Strategy is a living document and will be added to and refined over time through a process of consultation with the community and our partners.  As new issues are identified new responses will be put in place to address these. Find out more about your Public Safety Strategy.

Public Safety Operations: Bylaw Enforcement and Licencing Services, and Corporate Security

The Bylaw & Licensing Division is responsible for the enforcement of regulatory bylaws, the issuance of business licenses, animal control functions, operation of the Surrey Animal Resource Centre and parking enforcement. Using both complaints from the public and a proactive approach, enforcement staff focus on working with property owners to gain compliance for safety, maintenance, beautification and liveability issues within the community. Public Safety Operations is also responsible for the City’s corporate security services which are in part delivered by contractors at City sites.

RCMP Support Services

The City of Surrey contracts policing services from the Royal Canadian Mounted Police (RCMP). As part of this contract, the City provides support services through municipal employees that administer police systems, provide analytical and strategic support, and manage equipment and vehicle fleets. The RCMP Support Services Division is responsible for providing support to the operations of the RCMP members in the Surrey detachments and is part of the Public Safety office.
