Broader respect and understanding of the traffic laws is a fundamental means of reducing speeds. Fear of penalties can be a potent deterrent and the RCMP has the responsibility to enforce the traffic laws and speed limits. It is unrealistic to have enforcement everywhere and all of the time, and the RCMP therefore concentrates its resources at locations where it is known there are high numbers of collisions. The RCMP does not undertake enforcement as a means of revenue collection. To ensure drivers know what a speed limit is and understand why it is there, the City has a responsibility to ensure speed limits are reasonable and consistently applied. The City is currently reviewing how speed limits are set throughout Surrey.
