The City of Surrey is undertaking a planning study for Guildford Town Centre and the 104 Avenue Corridor. The project will support the City’s vision for LRT which will see the transformation of Surrey into a city of connected, complete and livable communities.

The purpose of the study is to create a plan that will:

  • Facilitate the redevelopment and enhancement of the town centre
  • Support LRT ridership by focusing growth around LRT stops along the 104 Avenue corridor
  • Leverage investment in LRT to achieve community objectives
  • Result in a land use and road network plan to guide redevelopment of this key urban centre and future LRT corridor.

You are invited to the following events:

  • a focused stakeholder workshop on May 28 at the Guildford Recreation Centre (registration required)
  • an open house on May 29 at the Guildford Recreation Centre (no registration required)

You are also invited to complete a related survey. The survey is open from May 7 to May 30.

Study Area

The study area is centred on 104 Avenue and runs from the edge of City Centre (140 Street) to the Trans Canada Highway. The study area covers fairly distinct single family, multi-family and commercial areas. One terminus of the future Surrey-Newton-Guildford (SNG) LRT line will be near the intersection of 104 Avenue and 152 Street (at the existing Guildford Bus Exchange).

Background Information

Progress Updates

March 2018 - Based on feedback gathered through an online survey and public open house in March, staff and consultants are developing preferred land use, transportation and parks and open space concepts. Work is also under way on draft urban design guidelines and an update to the density bonus policy.

January 2018 - Step 1 of the planning study has been completed including the development of the project Vision, Principles and Objectives. Staff and consultants are developing land use and transportation concepts which will be shared with the public at an open house scheduled for March 1 at the Guildford Recreation Centre.

November 2017 - Throughout September and October staff conducted a variety of stakeholder consultation activities. The results of the consultation will inform the development of the project Vision, Principles and Objectives. The consultation activities included:

  • Two "pop up" events in the community
  • Three stakeholder workshops, and
  • An online survey

August 2017 - Throughout the summer staff and consultants conducted research and prepared background studies including the following:

Corporate Reports

June 22, 2016 - City Council authorized staff to initiate a planning process for Guildford Town Centre and the 104 Avenue corridor.

October 20, 2016 - City Council endorsed the terms of reference for the 104 Avenue and Guildford Town Centre Land Use Plan.
