Surrey Official Community Plan By-law No. 12900

OCP Public Hearing:

A Public Hearing has been scheduled for Surrey’s New Official Community Plan for March 10, 2014 to be held at the 'Old City Hall', Council Chambers, 14245 – 56 Avenue. The Official Community Plan (OCP) is a statement of objectives and policies that guide City planning decisions.

Taking a comprehensive and long-term perspective, the Plan provides guidance for  

  • the physical structure of the City,
  • land use management,
  • industrial, commercial and residential growth,
  • transportation systems,
  • community development,
  • provision of City services and amenities,
  • agricultural land use,
  • environmental protection, and
  • enhanced social well-being.

The OCP is established under the authority of the Province of British Columbia's Local Government Act

PlanSurrey 2013 (Draft) Update

On December 16, 2013, Surrey City Council passed 1st Reading for the City’s Official Community Plan.  On February 24, 2014, Surrey City Council endorsed minor changes to the OCP and forwarded the By-law to a Public Hearing, to be held March 10, 2014. Completing and finalizing the Official Community Plan involves several more steps including:

1. Submitting the draft Plan to the Agricultural Land Commission for review and comment
2. Hosting a Public Hearing to provide a final opportunity to speak about the plan for Surrey’s residents and businesses
3. Granting 3rd Reading of the OCP By-law
4. Submitting the OCP to Metro Vancouver for review and approval
5. Granting 4th and Final Reading to the OCP By-law thereby adopting it as the new Official Community Plan for Surrey.

OCP Draft Review Open House

OCP June 27, 2013 Open House Display Boards

The City of Surrey held an Public Open House to Review the Draft Official Community Plan (OCP) on June 27, 2013, from 5pm to 8pm, to give the public an overview of the Plan’s content and to provide an opportunity to review the draft document. See the information boards displayed at the Open House.

The deadline to send in questions or comments on the draft OCP was July 11, 2013.

Official Community Plan Annual Reviews

We conduct a review of the OCP on an annual basis. View the annual reviews from 2003 to 2012. A major update of the plan is currently in process.
