The Surrey Electrical and Fire Safety Initiative (EFSI) is one of the City of Surrey's key responses to address public safety risks associated with cannabis production in Surrey.

The EFSI is led by the Surrey Fire Service and includes a team of City staff representatives. Provincial legislation (Bill 25) and Surrey Bylaws allows access to electrical consumption data to address properties for potential fire and safety hazards.

Cannabis production is a public safety threat to the building's owners and to all neighbouring buildings and their tenants as recognized by the EFSI. Cannabis production in buildings is associated with health risks caused by mold or fungus, pesticides, fertilizers or other contaminants, unapproved building alterations, noxious fumes or gases and even explosion.  A home with a grow operation is more likely to catch fire than a typical home.
