Title: Property Appraisal Services

Description

The City is seeking property appraisal services by firms or individuals capable of representing the City for property valuation assignments.

The Consultant, as appraiser, will be responsible for the full range of activities typically undertaken by an experienced appraiser with the AACI designation. A focus of the work will be appraisal of subdivisions for the “cash-in-lieu” calculations of parkland dedication. The appraiser must understand the “development residual” approach to value, and be familiar with the development process and analysis of sales of subdivision land. Other responsibilities and competencies will include (but are not limited to) detailed property inspections, gathering of market data, liaison with realtors and City staff, review of independent appraisals, and familiarity with all bylaws and regulations that impact on land-use. The appraiser will be responsible for production of brief, concise appraisal reports, and must be ready to defend their opinion of value with City staff, developers and other members of the public.

Addenda
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
