Background Information
The Salmon Habitat Restoration Program (the “SHaRP” or the “Program”) is a component of the City’s Nature Matters initiative. SHaRP started in 1996, employing 12 high school and post-secondary students during the summer to perform habitat restoration work and conduct outreach education to the community of the City’s fisheries attributes.

The physical stream enhancements directly contribute to improving salmon habitat within the City of Surrey by preventing stream banks from eroding, livestock from disturbing streams, invasive plant species from dominating riparian areas, and pollution from entering salmon bearing watersheds. 

Scope of Services

The City of Surrey is seeking proposals as follows:

The 2014 Program should continue its mandate of mitigating urban impacts to Surrey’s watercourses through programs delivered via five (5) work areas:
• Watershed Enhancement;
• Community Education;
• Industrial Education;
• Agricultural Stewardship; and
• Media and Public Relations.

The City anticipates that the Consulting services will be awarded in two agreements:
• Program Management; and
• Student Component.

The Program fulfills two roles namely, fish habitat protection/restoration and summer youth employment/career training.

It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
