Request for Proposals

As part of delivering the Build Surrey Program and Recreational services to residents of Surrey, City Council has approved the design and construction of a two-sheet ice arena complex to replace the aging North Surrey Arenas. The project is fully funded and it is proposed that implementation commence as soon as possible with Project completion in 2017.

The City intends to build the complex on our property at 12780 – 110 Avenue, Surrey.

The goal of the project is to develop and implement a Design-Build RFP that will get the best result for the City in both cost and schedule. To accomplish that, the successful proponent will assist the City and its consultant(s) with assembly of the RFP, assist with the RFP process including facilitating up to two interim concept/design development review meetings, assist with review of the proposals, and represent the owner throughout the design and construction.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at (the “BC Bid Website”) and the City Website at (the “City Website”) that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
