Request for Proposals

GENERAL

The City of Surrey invites firms to submit Proposals to act as the Commissioning Authority (“CA”) during design, construction, commissioning and handing over of the new West Village District Energy Centre located south of 104th Avenue between 132nd Street and 133rd Street in Surrey, British Columbia  (the “Project”).

At this time, it is unknown whether the contractor will carry their own commissioning agent.  As such, firms are asked to describe how their Proposals may differ with or without a contractor-supplied commissioning agent.  Furthermore, firms are asked to describe whether they would advocate for the inclusion of a contractor-supplied commissioning agent.

THE PROJECT

The City intends to complete the West Village District Energy Centre & Park (and associated frontage works) located south of 104th Avenue between 132nd Street and 133rd Street in Surrey, British Columbia.

The District Energy Centre (“DEC”) is envisioned to be a two storey natural gas fueled hot water boiler plant with major process equipment situated on the lower (B1) level, roughly 5.0 meters below grade. The office/controls room and emergency generator are to be located on the ground level (L1), roughly at grade. The electrical transformer and gas train are to be located on the exterior of the building envelope, hidden within open air enclosures.  The DEC will be sized to allow for 45 MW of boiler capacity in the future (3 x 15 MW).  However, only 15 MW of boiler capacity will be installed in the DEC as part of this project.

The vision of the park is one of an urban mini-park, with a program to serve the immediate neighbourhood. The park will provide a contemporary urban space with an opportunity for amenities, passive open space, pathways and a contemporary site furnishing package. The park will be an important green space within the urban environment.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda.  The only way this RFP may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
