GENERAL REQUIREMENTS

The City of Surrey is seeking to launch a water conservation program to provide education to residents regarding water conservation, focusing on lawn and landscaping irrigation.

The goal of the program is to educate the City’s residents on water conservation and the effects of irrigation and increased water usage during the summer.  Using a door-to-door initiative and attending community events, students will be providing water conservation tips to residents.

The program is composed of the following categories:

  1. Program Management; and
  2. Student Component.

The Water Conservation Program proposes post-secondary students visiting residences using a door-to-door approach.  It is expected that the Consultant have experience with management of post-secondary school students and are able to effectively train and manage the students to carry out the program objectives.

Successful management of post-secondary students in an outreach or educational based program must be demonstrated by the Consultant.  The Consultant will be responsible to recruit and hire suitable post-secondary students for the program, supporting the City’s objective of recruiting from cooperative education programs.

The Consultant will be responsible for the management of all costs and disbursements associated with the program, including the purchase and supply of all program materials and uniforms.

The Consultant will be responsible for the creation and maintenance of new educational and/or promotional materials, as required.All promotional and/or educational materials are to be approved by the City prior to production and distribution to its residents.

Addenda
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda.  The only way this RFP may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
