SCOPE OF SERVICES

The City is seeking a solution to aid and enhance the method by which it schedules its workforce. The solution(s) will complement the City’s continual process of aligning the needs and priorities of the City with its employees. It will allow the City to ensure the process meets not only our business unit requirements but also the organization’s goal to provide exemplary service to our citizens.

The City currently relies on an extensive collection of policies and procedures as well as Word documents and Excel spreadsheets to schedule and manage staffing requirements. The City anticipates utilizing the proposed Labour Scheduling Software to address time intensive manual processes associated with roster development, overtime management and call-out notification. The Labour Scheduling Software will be utilized to schedule union and non-union employees for independent departments with separate operations, at multiple locations. The City’s departments work independently and the proposed Labour Scheduling Software should reflect this separation in operation.

The requirements were categorized according to the key areas the City will focus on around labour scheduling.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca  (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda.  The only way this RFP may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent.  By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
