Request for Proposals

Scope of Work

The scope of work is to plan, manage and conduct a leak detection survey in six (6) water service areas, one (1) provisional water service area, and on water mains identified to have potential leaks using spectral image analysis, as follows:

  • Tynehead
  • Fleetwood East
  • Fleetwood West
  • Port Mann
  • South Port Kells
  • Bear Creek
  • 128 potential leak locations identified using spectral image analysis

The survey will include leak detection on all water mains, service connections, hydrants, valves, PRVs and zone boundaries in the service areas and potential leak locations.  Leak detection at the zone boundaries will be conducted to identify any inter-zone flow (flow between pressure zones).  All service connections, as a minimum those identified in COSMOS, shall be surveyed to identify leaks on the City or private property side of the service.  Most of the service connections are plastic pipe material.

A report will detail the leak detection survey results, recommendations for leak repair methods for each detected leak location, and an overall leak detection maintenance program. The report will also discuss any field observations that differ from what is shown in the City’s GIS water records in COSMOS.

Addenda
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the Ctiy Website.
