Request for Quotations

GENERAL DESCRIPTION

The City of Surrey (the “City”) manages a citywide Street Banner and Seasonal Lighting Program.  The Contractor will be regularly engaged with providing banner and seasonal lighting installation/removal and maintenance services for the City (the “Service”).

The City has five (5) kinds of street banners:
(a) Town Centre Identity Banners:  Providing beautification and identity to each town centre;
(b) Surrey Gateway Banners: City of Surrey branding at key gateway locations;
(c) Public Art Banners:  Artist designed street banners;
(d) City Promotion Banners:  Highlighting special programs and events within the City; and;
(d) Community Banners: Initiated by community groups, business improvement associations, non-profits etc.

The City has a broad Seasonal Lighting Program that includes:
(a) Street-pole mounted features and string lights;
(b) Street tree lights;
(c) Lights mounted on civic buildings; and
(d) String lights and features in City parks.

SERVICES:

Banner Service:
The City maintains banners on 880 poles (see Schedule A-1 and Schedule A-2).  Unless otherwise noted, banners are to be installed in pairs on each pole.

Banner Hardware:
Banner hardware (brackets and rods) is provided by the City.  In most cases hardware is installed on each pole.

City Banner Format:
The banners have two formats, based on pole height - Refer to Schedule A-3 Banner Specifications & Dimensions

Seasonal Lighting:
The Contractor is responsible for the efficient delivery of the Seasonal Light program. Refer to Schedule A-4 Seasonal Light Pole Feature Locations and Schedule A-5 Seasonal Light Trees Features

The Contractor is to abide by Section 3.0 (Short Duration) of the Ministry of Transportation and Highways Traffic Control Manual for Work on Roadways. The Contractor will obtain a City of Surrey ‘Road Right of Way’ and ‘Traffic Obstruction Permit’ prior to commencing work.

Addenda
If the City determines that an amendment is required to this RFQ, the City’s Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form a part of this RFQ.  It is the responsibility of Contractor to check the BC Bid Website and the City Website for addenda.  The only way this RFQ may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor.  By delivery of a Quotation, the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
