Request for Quotations

The City invites Quotations from experienced and qualified Contractors for the provision of everything required including all skilled labour, tools, materials, equipment for Arterial Road Inspections and any other requirements. All equipment must be road worthy and suitable for working on City streets.

The arterial road inspections are to ensure that all high profile roads meet the City’s Urban Forestry Section maintenance standards. This inspection is primarily for aesthetics (note: this is not a tree risk assessment). Information collected through the inspection process will be used to prescribe work to the City’s tree pruning and removal contractor. There will be approximately 16000 trees to inspect. The average time spent inspecting each tree is approximately 5 to 10 seconds. Inspections will be done in April for missing daffodils and in May and September with an emphasis on assessing the following items:

  • dead trees;
  • missing trees;
  • epicormic growth;
  • dead branches;
  • crown raising;
  • tree health; and
  • comprehensive overview.

The Contractor should have a mobile device with a full time internet connection to complete the work. The use of the device is used for the mapping system and the data entry.

Crew Qualifications:  Inspector – Must be an ISA certified arborist.

Addenda
If the City determines that an amendment is required to this RFQ, the City’s Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form a part of this RFQ.  It is the responsibility of Contractor to check the BC Bid Website and the City Website for addenda.  The only way this RFQ may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor.  By delivery of a Quotation, the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
