Addendum

Request for Applications for Standing Offer Agreements

The City of Surrey (the “City”) invites applicants to submit an application on the form attached as Schedule B (the “Application”).

SPECIFICATIONS OF GOODS AND SCOPE OF SERVICES

The Contractor is to supply all qualified labour, materials, plant, supplies, tools and equipment necessary to perform various park construction, renovation and maintenance works – paving new installations, restoration & maintenance work, as directed by City’s Park Development Services personnel, on an “as, if, and when required” basis.

The following is a general outline of the Services in paving for construction, restoration and maintenance work.

  1. supply all materials and services, including appropriate equipment and qualified labour to perform paving installation for construction, restoration and maintenance work as directed by the City. Such work may include permanent and temporary patching and require milling and cutting of loose pavement edges;
  2. provide any other works incidental for patchings, reinstatements, repairs, improvements, etc. and may be required to be completed within 24 hours upon notification;
  3. furnish all other Services like loading, hauling, storing, delivery, and caring for the goods and materials whether supplied by the Contractor or the City; and
  4. dispose of any excavated millings and excess materials at a predetermined site approved by the City.

PREFERRED QUALIFICATIONS OF CONTRACTOR

The Contractor should have the necessary qualifications for providing the services of paving installation, restoration and maintenance work including the following:           

  1. a minimum of five (5) years of supplying and performing paving restoration and maintenance works, and a demonstrated track record of competency and efficiency in the work;
  2. sound knowledge and compliance to the general specifications pertaining to paving restoration and maintenance work according to the City and the MMCD Standards and Specifications, and other pertinent requirements;
  3. quality requirements which include and are not limited to dimensions, tolerances, standards of work and material standards, and project specifications on the satisfactory completion of each assignment;
  4. equipment and tools necessary to perform paving restoration and maintenance work;
  5. manpower with the necessary experience and qualifications that have shown competency in compliance to work instructions to plans, specifications, quality and operations details and applied to each task;
  6. safety requirements according to all legislatives and regulations of Federal, Provincial and Municipal governments, and WCB and any other governing bodies.     

ADDENDA

If the City determines that an amendment is required to this RFA-SOA, the City Representative will post a written addendum on the BC Bid website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and on the City website at www.surrey.ca (the “City Website”) and upon posting will be deemed to form part of this RFA-SOA.  No amendment of any kind to the RFA-SOA is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting an Application, Applicants will be deemed to have received notice of all addenda that are posted on the City Website.
