Request for Proposals
The City of Surrey is inviting Proponents to submit Proposals to develop a Public Engagement Strategy.
One of the key project objectives is to develop a vision for what community engagement looks like in the City. This vision will be based on the shared values, desires and needs of staff, stakeholders and the public and will serve as the foundation for the second objective, which is to develop a public engagement strategy that will advance the practice of community engagement in Surrey.
Scope of Services
The Proponent’s scope for this project involves assessing the current state and identifying the preferred state for project-based engagement in the City. Then drawing from these findings and best practices to develop an engagement strategy to guide future public engagement work in the City. The scope includes:
- Conducting Research on Best Practices in Public Engagement
- Connecting With and Learning from the Public, Particularly Those Less Heard
1. A Summary Document on Best Practices in Public Engagement
2. A Public Engagement Strategy
3. Engagement Program
The Proponent is expected to have the capacity, expertise and knowledge to develop a public engagement strategy for a large and growing government organization. In addition, the Proponent needs to have the capability to lead a community consultation and stakeholder Engagement Program to inform the Strategy, particularly to home in on key population cohorts including Indigenous, youth, low income, single parents, visible minorities and newcomers to Canada. The Proponent is expected to be familiar with the City of Surrey context.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP. No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website. Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
