Daycare Operator - Don Christian Childcare Modular

Request for Expressions of Interest and Statements of Qualifications

PURPOSE

The purpose of this Request For Expressions of Interest and Statements of Qualifications (the “RFEOI/SOQ”) is to:

(a) invite submissions (the “Submission”) from respondents (the “Respondent”) that describe the desire, relevant expertise, capability and resources to operate an on-site childcare facility at the new Don Christian Childcare Modular, currently being constructed on the east side of Don Christian Recreation Centre, located at 6224 184th Street in Surrey to undertake the project requirements as described in Schedule A – Scope of Services; and

(b) select a Respondent or Respondents who may be invited to negotiate and enter into an agreement with the City in the operation and maintenance of the childcare facility.

SCOPE OF SERVICES

The City of Surrey (the “City”) is seeking the services of potential operators (the “Service Provider”) experienced and qualified to operate an on-site childcare services (the “Services”) at the new Don Christian Childcare Modular, currently being constructed on the east side of Don Christian Recreation Centre, located at 6224 184th Street in Surrey, B.C. (the “Daycare”). The new Don Christian Childcare Modular construction is scheduled to be complete by June 2021.

SITE VISIT

At the time of issuance of this RFEOI/SOQ, a Site Visit has been scheduled as follows:

Date: Wednesday, June 2, 2021

Where: Don Christian Recreation Centre, 6224 184 Street, Surrey, BC

Time: 10:00am – 12:00pm

Note: Site Visit is by appointment only. Respondents who wish to attend the Site Visit should confirm their attendance by email to: purchasing@surrey.ca and specify the time you are intending to come (approximately ½ hour for each Respondent).

The City prefers a maximum of two (2) representatives from each company. The Respondents should complete an Enhanced Screening for Contractors Form for each representative bring them on the day of the Site Meeting.

INFORMATION MEETING

At the time of issuance of this RFEOI/SOQ, a meeting has been scheduled as follows:

When: Friday, June 4, 2021

Where: Video/Phone Conference – Microsoft Team Meeting

Time: 11:00 a.m.

ADDENDA

If the City determines that an amendment is required to this RFEOI/SOQ, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFEOI/SOQ. It is the responsibility of Respondents to check the Websites for addenda. The only way this RFEOI/SOQ may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFEOI/SOQ or may be relied upon by any Respondent. By delivery of a Submission, the Respondent is deemed to have received, accepted and understood the entire RFEOI/SOQ, including any and all addenda.
