REQUEST FOR APPLICATIONS FOR STANDING OFFER AGREEMENTS

SPECIFICATIONS OF GOODS AND SCOPE OF SERVICES

The City is seeking experienced and qualified contractors with proven ability to perform On-Demand Property Clean-Up Services for a wide variety of small to large-scale projects, on private properties, at various locations within the City on an “as and when” required basis. The Goods and Services include without limitation the supply and delivery of material, the provision of skilled labour, and equipment to provide the Goods and perform the Services and other requirements of this RFA-SOA in the City.

Project Background: Corporate Services, Bylaw Division performs clean ups on properties not in compliance with various City Bylaws, where the Bylaw allows the City to recover costs from the property owner.

Project Objectives: Corporate Services, Bylaw Division would like to have a contractor(s) available to perform property clean ups as needed. The nature of the requests require timely response by the contractor(s) to the request (within 3 business days).

The Contractor will be expected to provide all materials, labour and equipment necessary for meeting the requirements of the individual project or work request. The work may include but not limited to disposal of items removed during clean-up, and that there may be different disposal requirements depending upon the item/s. All fixtures, materials and new equipment shall be pre-approved by the City’s Corporate Services-Bylaw Division section contact prior to commencement of any project. The Contractor will also prior to any project’s commencement be required to become familiar with important site-specific standard documents.
Work sites vary and it is not uncommon to move to and from various different work sites throughout the day.

The Contractor should be prepared to submit a list of potential subcontractors for approval by the City prior to the commencement of any project. The Contractor is responsible for supervising and coordinating all Goods and Services delegated to the subcontractor(s) and for the proper execution of the Goods and Services.

ADDENDA

If the City determines that an amendment is required to this RFA-SOA, the City Representative will issue a written addendum by posting it on the BC Bid website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City website at www.surrey.ca (the “City Website”) that will form part of this RFA-SOA. It is the responsibility of Applicants to check the BC Bid Website and the City Website for addenda. The only way this RFA-SOA may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFA-SOA or may be relied upon by any Applicant. By delivery of an Application, Applicant is deemed to have received, accepted and understood the entire RFA-SOA including, any and all addenda.
