Request for Expressions of Interest and Statements of Qualifications

GENERAL PROJECT INFORMATION

The City is seeking pre-qualification Submissions from interested Respondents to provide professional services to support Coastal Climate Adaptation Works within City of Surrey (the "City") and City of Delta, as further described in this RFEOI/SOQ. City of Delta is a project partner.

This work is part of the City’s Disaster Mitigation and Adaptation Fund (DMAF) Program and is funded in part by the Government of Canada. The DMAF Program consist of 13 individual grey and green infrastructure improvements within the Boundary Bay Watershed, with the purpose of reducing vulnerability of the lowlands and infrastructure to coastal flooding and sea level rise. The individual projects range from dyke and road upgrades, sea dam and bridge replacements, to storm sewer upgrades, nature-based solutions and other infrastructure investments. A high-level overview of the City’s DMAF Program is provided in Schedule C.

The subject of this RFEOI/SOQ are the following projects, which form part of the DMAF Program:

Foreshore Enhancements Project #13 of DMAF Program (see Schedule C): a nature-based adaptation initiative of designing, piloting and evaluating approaches to enhancement of natural processes to mitigate impacts of sea level rise on marsh habitat and to provide flood-attenuation; and

- a portion of the Colebrook Dyke Upgrades Project #1 of DMAF Program (see Schedule C): involving the design of both armoured and setback dykes, including raising and integration with the adjacent Foreshore Enhancements Project.

If the City determines that an amendment is required to this RFEOI/SOQ, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFEOI/SOQ.  No amendment of any kind to the RFEOI/SOQ is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Submission, Respondents will be deemed to have received notice of all addenda that are posted on the City Website.
