Request for Proposals

PURPOSE

The purpose of this request for proposals is to select a service provider (or service providers) to develop an economic development investment microsite.

KEY OBJECTIVES

Key objectives of this website will include:

  1. Creating an innovative, informative and intuitive investor engagement experience – Surrey operates in a competitive global landscape and therefore aspires to set a new benchmark in Municipal FDI attraction tools and materials developed. The focus for this website is on providing the investors a seamless and engaging experience, highly reflective of the City’s technologically advanced and smart knowledge economy. Additionally, this website will aid in bridging Surrey’s identity, advantages, information and facilitation gap that currently marks its investment attraction capabilities.
  1. Serving as a platform that connects – Surrey’s unique approach is to focus on its priority sectors, but also on the interconnections across those sectors that enable value chain optimization and strategic collaboration opportunities. This website will actively attract and connect various stakeholders and investors across these sectors, developing greater cross linkages.
  1. Provide investors with strategic intelligence on Surrey's investment opportunities – the City has identified investment opportunities for investors in multiple spheres such as- Infrastructure, Supply Chain, Entertainment, Business Vibrancy, Information Communication and Technology (ICT) and more. The website will serve as an ideal tool for the City to share this information providing it an opportunity to steer investments on projects that generate maximum economic impact and act as catalyst for the city’s growth.
  1. Building a strong brand for investment – While Surrey has a variety of strong investment attraction assets, reaching out to the target audience engagingly, consistently and effectively is key. This website through its various elements including – interface, user design, content, visual language etc., will help develop and strengthen Surrey’s brand as an investment friendly destination that offers high returns to investors.

INFORMATION MEETING

An information meeting will be hosted by the City Representative to discuss the City’s requirements under this RFP (the “Information Meeting”).  While attendance is at the discretion of Proponent, Proponents who do not attend will be deemed to have attended the Information Meeting and to have received all of the information given at the Information Meeting.  At the time of issuance of this RFP a meeting has been scheduled as follows:

Addenda
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca  (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda.  The only way this RFP may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
