Request for Proposals

The City of Surrey (the "City") is seeking the services of a qualified professional consultant team to prepare a market supply and demand study (the "Study") of the Fraser Highway SkyTrain Corridor (the "Corridor"). The Study will incorporate targeted market analysis methodologies with the goal of understanding market potential and absorptions rates for various housing, business, office and retail uses along the future Skytrain Corridor.

The Study, will generally include:
• Demographic characteristic of the study area;
• Residential market review and demand forecast within the study area;
• Commercial market review and demand forecast within the study area; and
• Development opportunity assessment for key sites within the study area.

The Services specify the scope and parameters for the preparation of the Study. They define the level of assessments needed within the study area(s), establish the context, provide guidelines for preparing the Study, and establishes the minimum requirements and deliverables.

The purpose of this Study is to prepare for and support future land use planning process(s) along the Corridor. The Study will examine the potential impact the extension of SkyTrain may have on the residential and commercial markets within the Corridor. The Study will help inform future land use plans and reviews, in order to achieve long term community planning objectives

It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
