Request for Expressions of Interest

The City of Surrey invites qualified Respondents to submit request for expressions of interest and statements of qualifications (RFEOI/SOQ) to prequalify as consultants for this land opportunity assessment and greenway planning and design services.

SCOPE OF SERVICES

The consulting project is in two phases:

  • Phase 1 is the preparation of a Public Access Opportunity Assessment of the riverfront lands between the Golden Ears Bridge and the Patullo Bridge; and
  • Phase 2 is the preparation of a Concept Plan showing the specific route for construction of a multi-use pathway and active transportation link from the Golden Ears bridge to Tannery Park (just west of the Patullo bridge). 

The Golden Ears to Patullo Bridge Greenway is intended as an active transportation link that provides a safe route across the northern edge of the City for pedestrians and cyclists.  A 4m wide greenway path separated from vehicular traffic is preferred.  However, it is recognized that in certain sections it will not be possible to achieve separation, in which case the route may include sidewalks (for pedestrian routing), combined with a cycling friendly road, a local road or a neighbourhood bike route (as defined in the City’s Cycling Plan).  The primary greenway route will include greenway connections to lands on the river that are already in public ownership or that are recommended for public access by the Opportunities Assessment.

Addenda
If the City determines that an amendment is required to this RFEOI/SOQ, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFEOI/SOQ.  No amendment of any kind to the RFEOI/SOQ is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Submission, Respondents will be deemed to have received notice of all addenda that are posted on the City Website.
