Request for Proposals
The City of Surrey invites commissioning firms to submit Proposals to act as the Commissioning Authority (“CA”) during construction and commissioning and handing over of the new Clayton Community Centre located at 7155 – 187A Street, Surrey, British Columbia (the “Project”).

COMMISSIONING SERVICE MAIN GOAL & INTENT
The City is committed to commissioning this facility to ensure that all systems function as designed upon occupancy, and that the City’s maintenance staff has adequate system access, control, monitoring capabilities, documentation and training to properly monitor, manage and maintain the facility.

The main goal of the requested commissioning service is to ensure improving the Project from the design phase through construction and occupancy while meeting the requirements for Passive House certification. Criteria for the Passive House is included in Appendix 1.

The CA is seen as a key member of the Project consulting team and also makes a significant contribution to the operability of the facility. For this reason it is critical that this position be filled as soon as possible in the very near future.

The intent is to minimize costly changes through early identification of potential problems before they occur, and continual focus on the achievement of the City’s project requirements related to energy saving and sustainability practices.

SCOPE AND DELIVERABLES
The CA will provide commissioning services and conduct Best Practice Commissioning to meet the requirements of  Passive House certification. This will include liaising with the City’s design team, project manager, City Staff, construction general contractor and trades throughout the construction and commissioning phases of the Project.

The CA is not responsible for design, construction, construction scheduling, cost estimating, or construction management, but may assist with problem solving or resolving non-conformance issues or deficiencies.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
