REQUEST FOR PROPOSALS

SCOPE OF SERVICES

The City of Surrey (the “City”) is requesting Proposals for the potential acquisition of a Learning Management System (LMS) to aid and enhance its process by which learning content and material is hosted, tracked and delivered.

Current State

The City currently does not have an LMS in place but rather processes which fulfill some of the functions or have the ability to host online learning content.

Target State

The City requires the LMS to assist with fulfilling the learning needs of City staff. These staff members can be categorized as Regular Users (Regular Full-time, Regular Part-time, and Temporary Full-time), and Causal Users (Temporary Part-time, and seasonal staff). There are currently 1340 Regular Users, and 2960 Causal Users, for a total of 4300 staff. The number of users may increase or decrease based on City requirements.

FUNCTIONAL AND TECHNICAL REQUIREMENTS

The requirements for this RFP are divisible into four general categories: functional requirements, technical requirements, security requirements and service level requirements (the “Learning Management System Requirements”), all as described in Schedule A-1. The security requirements are further divisible into general, web application, mobile application, and cloud.

Proponents’ Proposals will be evaluated based upon the suitability of their proposed Solution(s) in relation to the Learning Management System Requirements. The functional requirements generally list the City’s desired/preferred or required general Learning Management System functionality. The technical requirements list the City’s desired or required general Learning Management System functionality in areas such as integration, user interface, analytics and reporting, and others. Most of the functional and technical requirements are preferred or highly preferred by the City, and Proponents will be evaluated on their ability to meet those requirements.

Information Meeting

An information meeting will be hosted by the City Representative to discuss the City’s requirements under this RFP (the “Information Meeting”). While attendance is at the discretion of Proponents, Proponents who do not attend will be deemed to have attended the Information Meeting and to have received all of the information given at the Information Meeting. At the time of issuance of this RFP a meeting has been scheduled as follows:

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
