Request for Quotations

PURPOSE

The City invites Quotations from experienced and qualified Contractors for the provision of everything required including all skilled labour, tools, materials, equipment for Litter, Debris, and Yard Waste Removal for Park Natural Areas and any other requirements.

SCOPE OF SERVICES

Services to be performed by the Contractor shall include but are not limited to the following:

General Information

The work associated with this Agreement takes place in park natural areas such as forests and meadows.  The litter, debris, and yard waste removal services consist of three main types of work, scheduled litter and debris removal, scheduled yard waste removal, and demand litter and debris removal described below in 2.1 (b) i. ii. iii. Methodology.

Although the Quotation is based on an hourly rate basis, the City has developed historical unit cost measures to evaluate the Contractor’s productivity.  Should the Contractor not meet or exceed the historic unit cost measures the City reserves the right to cancel the Agreement.

Methodology

  1. Scheduled removal of litter and debris:

The City will provide maps indicating specifically where the litter is to be removed.  Litter will be removed along trails and any litter that is visible from the trails.  Litter will also be removed along all natural area perimeters within parks except road edges routinely maintained by others and all private property boundaries.

  1. Scheduled removal of piles of yard waste:

The City will provide locations and maps of park natural areas where piles of yard waste is to be removed.This often occurs along roadside or behind residential properties where Surrey residents dump their yard waste.

  1. Demand removal of yard waste, debris, illegal bike and fort structures, encampments, etc:

The City will provide the Contractor with sites that require work as they arise throughout the year. Generally the on demand work increases considerably between May and September.

The Contractor must be prepared to respond to demand work requests within 24 hours of notice from the City.

All work shall be carried out in a manner that does not damage the park nor trample vegetation.

The City will provide a site to dispose of the litter, debris, and yard waste collected  through the course of the Agreement.

All of the Contractor’s employees must wear appropriate personal protective equipment.

All of the Contractor’s employees must be trained in handling biohazardous materials and sharps.

Fluent English language written and oral communication skills are necessary.

Addenda
If the City determines that an amendment is required to this RFQ, the City’s Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form a part of this RFQ.  It is the responsibility of Contractor to check the BC Bid Website and the City Website for addenda.  The only way this RFQ may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor.  By delivery of a Quotation, the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
