REQUEST FOR PROPOSALS

SCOPE OF SERVICES

The scope of Services include the timely and efficient preparation and submission of data analysis work, public engagement materials and analysis, draft reports and a final strategic plan.

The City of Surrey (the “City”) is inviting Proponents to submit Proposals that provide professional services in the analysis and need assessment to develop a strategy for the provision of outdoor sport courts (the “Strategy”) within the City.

PROJECT BACKGROUND

The City has approximately 150 sports courts in its current inventory that support basketball, tennis, pickleball, volleyball, lacrosse, and ball hockey as standalone amenities or in multi-sport court configurations. As the City continues to grow, the demand for new and improved sport courts increases. Along with changes in population and demographics come shifts in the popularity of each individual sport. As such, the City is seeking to develop a Strategy that can be used to project the future demand for sport court types and be used as a guide for constructing new sport court amenities throughout the City.

Parks, Recreation and Culture (PRC) expects that an analysis of the existing inventory and a needs assessment will be required to complete the Strategy. The Strategy is to include best practices for sport court site selection and design elements. Ultimately, the Strategy will recommend the number and type of new courts amenities that should be provided in the city, including the identification of specific parks for new or upgraded amenities. The Strategy should also include analysis to project the long-term budgetary requirements for maintaining existing and future sport court inventory.

The strategic plan is to be developed with input from the public, stakeholders, user groups and staff to help direct the decision making with regards to the types and locations of future or converted sports courts. As such, the project team is to have strong engagement experience.

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
