BACKGROUND INFORMATION

The Salmon Habitat Restoration Program (the “SHaRP” or the “Program”) started in 1996 and employs high school and post-secondary students to perform habitat restoration work and conduct outreach education to the community of the City’s fisheries attributes. Since the program’s inception, SHaRP has grown in size and scope and has evolved into a more integrated approach to watershed management and restoration.

The physical stream enhancements directly contribute to improving salmon and trout habitat within the City of Surrey by preventing stream banks from eroding, livestock from disturbing streams, invasive plant species from dominating riparian areas, and pollution from entering salmon bearing watersheds. Instream complexing structures and gravels are also added to watercourses to improve the spawning and rearing capacity of these systems for salmonids.

GENERAL REQUIREMENTS

The 2019 Program should continue its mandate of mitigating urban impacts to Surrey’s watercourses through programs delivered via five (5) work areas:

  1. Watershed Enhancement- focus to complete in-stream enhancement work, invasive plant removals and native plantings that complement ongoing City projects.
  2. Community Education - raise the awareness of environmental issues and fish habitat within Surrey at a wide range of venues and across all demographic sectors.
  3. Industrial Education - target outreach campaigns to industrial areas within Surrey and provide educational information to businesses on management practices that protect the environment .
  4. Agricultural Stewardship –connect with landowners and conduct on-farm restoration projects to improve riparian habitats.
  5. Media and Public Relations – provide multimedia coverage to highlight the environmental initiatives accomplished by Surrey through SHaRP.

Addenda

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
