REQUEST FOR PROPOSALS

SPECIFICATIONS OF GOODS AND SCOPE OF SERVICES

The City of Surrey (the “City”) is seeking to procure the supply and installation of multiple synthetic turf surfaces for four fields, scheduled for completion in 2021 and 2022. The following sites are included:

Field Replacements:

  • Remove and replace the synthetic turf surface on the east field, an existing FIFA sized soccer field at Hjorth Road Park located at 10275-148 Street, Surrey, BC.
  • Remove and replace the synthetic turf surface on the east field (Field #3), an existing FIFA sized soccer field at Cloverdale Athletic Park (CAP) Park located at 6410-168 Street, Surrey, BC

New Field Construction:

  • Supply and installation of a new synthetic turf surface on the future Field #8 at South Surrey Athletic Park (SSAP) located at 2197-148 Street, Surrey, BC.
  • Supply and installation of a new synthetic turf surface on the future Field #5 at Newton Athletic Park (NAP) located at 7395-128 Street, Surrey, BC

The Goods and Services include, without limitation, the supply and delivery of material, the provision of skilled labour, and equipment to perform the following:

Field Replacements (Hjorth & CAP):

  • Removal, re-use, recycling or offsite disposition of the existing synthetic turf and infill;
  • Infiltration testing of the existing base gravel;
  • Base repair (as required) and grade adjustment to accommodate the new turf system;
  • Supply and installation of a new shock pad;
  • Supply and installation of new synthetic turf;
  • Reuse of the existing infill in the new turf system, including adding new infill material as required; and
  • Other miscellaneous work as required for successful completion of the project. 

New Field Construction (SSAP & NAP):

  • Supply and installation of a new shock pad;
  • Supply and installation of new synthetic turf and infill; and
  • Other miscellaneous work as required for successful completion of the project

ADDENDA

If the City determines that an amendment is required to this RFP, the City’s Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP.  It is the responsibility of Proponents to check the Websites for addenda.  The only way this RFP may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent.  By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
