Request for Proposals

PURPOSE

The purpose of this request for proposals (“RFP”) is to select a service provider (or service providers) to perform the services (“Services”) described in Schedule A.

SCOPE OF SERVICES

The City of Surrey (the “City”) is inviting Building Enclosure Engineering firms to submit proposals to provide Professional Engineering Services. The services will include design (all phases: detailed drawings, all conditions included), tendering, quality assurance field reviews, contract administration services, and project closeouts for the roof replacement of the Surrey Sport & Leisure Complex – Aquatics (both roofing systems: SBS Mod Bit and TPO). The general components of the roof replacement work include, but not limited to, the removal and disposal of the existing roof membrane systems, and the installation of a new roofing membrane system, including all new drains, flashings, steel stairs/ladders as required, etc. RCABC warranty will be part of the scope of services.

INFORMATION MEETING

At the time of issuance of this RFP a meeting has been scheduled as follows:

Where: Surrey Sport & Leisure Complex – Aquatics: 16555 Fraser Hwy #100, Surrey, BC V4N 0E9

Time: 10:00 am

All Proponents will be required to complete a short orientation and COVID questionnaires. Masks are mandatory.

Note: Each person attending the Information Meeting is required to complete a Covid-19 Prework Orientation Checklist. Please complete and send the completed checklist the day of the visit September 02, 2021, by email: to purchasing@surrey.ca

It is possible that some questions raised, and information provided during the Information Meeting may be the only source of critical information essential to prepare and submit a successful Proposal. Proponents are responsible to ensure they are fully informed and have a clear understanding of the requirements.

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
