PROJECT SCOPE AND EFFORT

The City of Surrey Planning and Development Department is seeking an experienced firm to create, develop and produce five (5) three (3) to four (4) minute long videos.

It is anticipated that five (5) three (3) to four (4) minute long video will be developed that can be posted on the Internet for clients to use or shared by City staff to clients as appropriate. This will require review of all process involved in permitting and approval of building permit for single family homes including documentation required, what the review process look like, what staff are expecting a complete submission to look like, steps involved in the construction approval process leading to final occupancy and a summary of some of the most common errors or omissions encountered through the process of building a home.

The scope would include but not limited to:

• Meetings with stakeholders
• Project Planning
• Writing and scripting outline
• Booking interviews with Planning and Development staff
• Performing and filming interviews, processes
• Editing films
• Submitting drafts of films for review
• Implement any feedback and comments

Create and submit the final videos

The videos must be shot in high definition and submitted in a format for the City to use for future social media initiatives.

The successful contractor is to create, develop, film and produce 5 short videos for the Planning and Development Department.

Purchased music may be required. A voice-over will likely be required, to help briefly explain aspects of the process and where possible interviewees to explain some aspects of the process.

We don’t anticipate archival footage being required. Special effect such as Chroma-key will be required, for process. There may be basic animation required

PREFERRED QUALIFICATIONS

Experience and expertise in designing and delivering public education videos particularly around the topic of this RFP.

Addenda
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
