Surrey City Council Cancels Concord Parking Enforcement Services

Surrey, BC – At Monday’s Regular Council Meeting, Council voted to end the City’s contract with Concord Security for parking enforcement services. Effective October 1st, parking enforcement services will be performed by the City’s Bylaws unit.

“I believe it’s time that the City of Surrey resumes full control and responsibility for the city’s parking enforcement services,” said Mayor Doug McCallum. “Not only will this move bring a cost savings to our ratepayers, but it will also provide for additional employment opportunities within the city. I fully endorse this move and I am glad that Council has voted in support of it.”

Due to annual price increases contained within the contract with Concord, the cost to perform parking enforcement services for the 12-month period extending April 1, 2019 to March 31, 2020 is estimated to be $915,150.00, representing a 6.4% increase over the previous contract year.

“It makes good economic sense to bring the parking services back within the purview of the City,” said Councillor Doug Elford. “Not only will we be hiring 7 to 9 new enforcement officers and additional support staff, but these will be unionized jobs that offer fair compensation and good benefits.”

By bringing the parking enforcement service in-house, the annual cost to the city is estimated to be in the range of $660,000 to $805,000. As a result of this move, the City will realise a cost savings ranging from 12% to 27% over the existing contract with Concord.
