March 2023

The National Advisory Committee on Immunization (NACI) recently issued guidance on additional booster doses of COVID-19 vaccine. B.C. will be adopting this guidance; people at high risk of severe illness including individuals older than 80, all seniors in long-term care homes, Indigenous people older than 70 and people 18 and older who are moderately to severely immunocompromised can get a spring booster. In addition to high-risk individuals, people 60 and older, or Indigenous people 50 and older, who have not previously contracted COVID-19, can also consider receiving a spring booster dose.

November 2022

Public-health officials are asking all British Columbians to get their influenza and COVID-19 immunizations as soon as possible, as rates of respiratory illnesses are on the rise throughout the province.

Vaccinations remain the best defence against COVID-19 and influenza. Everyone older than six months can get both immunizations for free. People can book their shots through the provincial Get Vaccinated system.

The Government of BC is encouraging parents to register children under 5 for a COVID-19 vaccine. 

Regional health authorities will start offering this vaccine at clinics throughout the province on Aug. 2, 2022.

Register your children through the provincial Get Vaccinated system now. Once registration is complete, parents or guardians will be invited to book a vaccination at a clinic in their community when the immunization program starts in August. For children who are not yet six months of age, parents or guardians should still register their child and can expect an invitation once the child reaches six months of age.

March 2022

Starting March 11, 2022 at 12:01 am, because of B.C.'s lowered hospitalization and transmission rates, these activities can return to normal:

  • Masks no longer required in public indoor settings under a public health order
    • Masks are encouraged on public transit and BC Ferries, but not required
    • Individual businesses and event organizers can choose to continue requiring masks on their premises
    • Masks are still required for federally regulated travel, like air travel
  • No restrictions on worship service capacity
  • Overnight camps for children and youth allowed

Starting March 18, 2022 at 12:01 am, there are no visitor limits at long-term care and seniors' assisted living facilities.

When K to 12 schools return from spring break, masks will no longer be required for students, staff and visitors. 

On April 8, 2022 at 12:01 am, further restrictions will be lifted:

  • Proof of vaccination will no longer be required to access businesses, events and services
  • Businesses will no longer need a COVID-19 safety plan. They must follow communicable disease guidance from WorkSafeBC
  • Proof of vaccination will no longer be required for post-secondary student housing

Weight rooms will reopen for individual use starting January 20, 2022. Fitness classes and gymnasium sports will restart January 24, 2022. Proof of vaccination and registration is required for all activities.

February 2022

February 15, 2022

Starting February 16 at 11:59pm, many restrictions will be eased. Restrictions that are changing include:

  • Full capacity allowed for:
    • Exercise and fitness, adult sports activities, tournaments and swimming pools
    • Indoor and outdoor organized events
    • Indoor events at venues
  • No restrictions on indoor and outdoor personal gatherings

To comply with the Provincial Health Order issued on December 21, effective December 22 at midnight, and continuing through January 18: 

  • All gymnasiums, weight rooms, fitness classes and aquafit classes are suspended.

  • Indoor gatherings for rentals of any size (i.e weddings, parties, events) are cancelled. 

  • Spectators are reduced to 50% capacity. 

  • Indoor pool capacity reduced to 200 people max. 

  • Proof of vaccination will be required for pool activities.

  • Passive seniors’ programs will run at 50% capacity. 

  • All sports tournaments, food services suspended.

New Vaccination Requirements for City of Surrey Council, Staff, Volunteers and Contractors

Effective January 4, 2022, all City of Surrey staff and elected officials must be fully vaccinated and provide proof of vaccination to the City.

Employees who fail to provide proof of vaccination will be given a further opportunity to do so from January 5 to January 31, 2022. During this period, employees will be able to continue to work so long as they participate in the City’s Rapid Testing Program.

Proof of Vaccination Requirements

Starting Monday, September 13, 2021, some visitors arriving at City of Surrey recreation facilities to participate in select programs or organized meetings at City Hall will be required to prove that they’ve been vaccinated against COVID-19 with at least one dose. Vaccine card enhances confidence, increases safety at B.C. events

The Province is launching the BC Vaccine Card, a digital or printed document that shows the stage cardholders are at in their COVID-19 vaccine progress. 

As of September 13, 2021, one dose of vaccine will be required for entry to higher-risk social and recreational events and settings. By October 24, 2021, entry to these settings will require people to be fully vaccinated with two doses of COVID-19 vaccine.

Following is the complete list of settings where proof of vaccination will be required:

  • indoor ticketed sporting events
  • indoor concerts, theatre, dance and symphony events
  • licensed restaurants, and those offering table service (indoor and outdoor dining)
  • pubs, bars and lounges (indoor and outdoor dining)
  • night clubs, casinos, movie theatres
  • fitness centres/gyms/adult sports (indoor)
  • indoor group exercise activities
  • organized indoor events with 50 or more people (e.g., wedding receptions, organized parties, conferences, workshops)
  • discretionary organized indoor group recreational classes and activities

Mask mandate to reduce transmission, protect people in public spaces

As of Wednesday, August 25, 2021, masks must be worn in all indoor public spaces throughout B.C. to help slow the transmission of COVID-19 as B.C. prepares for the fall and respiratory illness season.

A new order from the provincial health officer will require people 12 and older to wear masks in indoor public settings, regardless of vaccination status. These settings include:

  • malls, shopping centres, coffee shops and retail and grocery stores;
  • liquor and drug stores;
  • airports, city halls, libraries, community and recreation centres;
  • restaurants, pubs and bars (unless seated);
  • on public transportation, in a taxi or ride-sharing vehicle;
  • areas of office buildings where services to the public are provided;
  • common areas of sport and fitness centres when not engaged in physical activity;
  • common areas of post-secondary institutions and non-profit organizations; and
  • inside schools for all K-12 staff, visitors and students in grades 4-12.

This temporary order will be reassessed as the B.C. vaccine card requirement is fully implemented in certain social and recreational settings, as announced on Aug. 23.

B.C. shifts to Step 3 of restart plan

With British Columbians achieving nearly 80% adult Dose 1 vaccine coverage and COVID-19 case counts continuing to decline, the Province is safely moving to Step 3 of its four-step restart plan on July 1, 2021.

Moving from Step 2 to Step 3 includes:  

  • return to normal for indoor and outdoor personal gatherings;
  • maximum capacity for indoor organized gatherings of 50 people or up to 50% of a venue’s total capacity, whichever is greater;
  • maximum capacity for outdoor organized gatherings of 5,000 people or up to 50% of a venue’s total capacity, whichever is greater;
  • return to normal for fairs, festivals and trade shows, with communicable disease plans;
  • return to Canada-wide recreational travel;
  • reopening of casinos, with reduced capacity and ~50% of gaming stations permitted to open;
  • reopening of nightclubs, with up to 10 people seated at tables, no socializing between tables and no dancing;
  • return to normal hours for liquor service at restaurants, bars and pubs with table limits to be determined by venue and no socializing between tables;
  • return to normal for sports and exercise facilities, with communicable disease plans; and  
  • mask wearing recommended in indoor public spaces for all people 12 and older who are not yet fully vaccinated.

B.C. Prepares to Safely Move to Step 2 of its Restart Plan

Beginning on Tuesday, June 15, 2021, British Columbia will take the next step in safely bringing people back together, transitioning into Step 2 of BC's Restart plan, including lifting restrictions on travel within B.C.

Public health safety protocols, such as mask wearing in all indoor public spaces and physical distancing, will remain in place during Step 2. As well, personal indoor gatherings will be limited to five visitors, or one other household.

Moving from Step 1 to Step 2 includes:

  • B.C. recreational travel - non-essential travel ban lifted. Out-of-province non-essential travel advisory continues;
  • maximum of 50 people for outdoor personal gatherings;
  • maximum of 50 people for indoor seated organized gatherings (e.g., movie theatres, live theatre, banquet halls) with safety plans;
  • indoor faith gatherings - a maximum of 50 people, or 10% of a place of worship's total capacity, whichever number is greater - with safety plans;
  • maximum of 50 spectators for outdoor sports;
  • liquor service at restaurants, bars and pubs extended until midnight; and
  • indoor sports games (no spectators) and high-intensity fitness with safety plans.

All other capacity limits and guidelines listed in Step 1 stay in place unless noted in the list above.

The earliest target start date for Step 3 is July 1, and September 7 for Step 4.

Upcoming COVID-19 Neighbourhood Vaccine Clinics

Three neighborhood clinics will be held at Newton Recreation Centre (13730 - 72 Avenue) on:

  • Friday, May 28
  • Monday, May 31
  • Tuesday, June 1

Clinics are open from 8:00 am to 6:30 pm or until all vaccines are distributed. Priority is given to Surrey residents receiving their first dose. To avoid long waits for people, Surrey residents arriving each day will receive wristbands from organizers and a same day appointment.

B.C. Launches Restart Plan to Safely Bring People Back Together

With more than 60% of adults vaccinated with their first dose and COVID-19 case counts and hospitalizations steadily declining, British Columbia is moving forward with the cautious first step of a four-step plan for a careful and safe restart.

Step 1: May 25  

  • 60% of adult population with Dose 1
  • COVID-19 cases stable, hospitalizations stable
    • Maximum of five visitors or one household allowed for indoor personal gatherings
    • Maximum of 10 people for outdoor personal gatherings
    • Maximum of 10 people for seated indoor organized gatherings with safety protocols
    • Maximum of 50 people for seated outdoor organized gatherings with safety protocols
    • Recreational travel only within travel region (travel restrictions extended)
    • Indoor and outdoor dining for up to six people with safety protocols
    • Resume outdoor sports (games) with no spectators, low-intensity fitness with safety protocols
    • Start gradual return to workplaces
    • Provincewide mask mandate, business safety protocols and physical distancing measures remain in place
    • Return of indoor in-person faith-based gatherings (reduced capacity) based on consultation with public health

The City of Surrey is partnering with the Province of BC and Fraser Health to set up COVID-19 neighbourhood vaccine clinics on the following days:

Neighbourhood vaccine clinics will help to reach people in Surrey to attend a community-based clinic. Open to Surrey residents 18 years and older. Bring proof of eligibility with you to confirm your age/address. (eg, Driver’s license or other ID.)  

Shots for 1,000 people will be available each day. While in line, using your phone, register via Get Vaccinated website. If you are already registered, bring your confirmation number with you. Staff and volunteers will help people to register and then provide them with a wristband for a same-day vaccine appointment, pending supply.  

Parking is limited. Residents are encouraged to use alternate forms of transportation.

The provincial government is currently sending booking invitations to people born in 1991 or earlier (30+).

If you haven't already done so, register today. Registration is open to everyone born in 2003 or earlier (18+).

There are three steps to getting vaccinated:

Fraser Health expands COVID-19 immunizations to include nine more high-transmission neighbourhoods

As part of the Province’s strategy to provide vaccine to people in high-transmission neighbourhoods, Fraser Health is now immunizing people ages 30 and over (born in 1991 or earlier) in nine additional neighbourhoods in our region where we are seeing high rates of COVID-19 transmission, to protect these individuals and their loved ones.

Fraser Health invites all childcare workers, school-based staff, and first responders to book their immunization

Today, Fraser Health has invited all licensed childcare workers, school-based staff, police and RCMP and fire departments in our region who have not yet received their COVID-19 vaccine to book their immunization appointments starting Wednesday, May 5.

Fraser Health, TransLink and BC Transit partner to support vulnerable people in getting their shot

Beginning today, Fraser Health, TransLink and BC Transit are working together to provide transportation to Fraser Health residents in need, so they can safely access COVID-19 immunizations closer to home.

Free shuttles to and from immunization appointments are now available for seniors, vulnerable populations and other people living in the Fraser Health region who face barriers around transportation, and people who need assistance due to a mobility, visual or cognitive impairment.

Province introduces travel restrictions that limit non-essential travel in B.C.

Between April 23 and May 25, 2021 at midnight, (after the May long weekend). This includes travel for:

  • Vacations, weekend getaways and tourism activities
  • Visiting family or friends for social reasons
  • Recreation activities

Non-essential travel is prohibited between the three regional zones:

  • Lower Mainland and Fraser Valley (Fraser Health and Coastal Health regions);
  • Vancouver Island (Island Health region); and
  • Northern/Interior (Interior Health and Northern Health regions).

  • 40+ at noon, Monday, April 19
  • 35+ at noon, Tuesday, April 20

Due to high COVID case counts, the province will vaccinate all adults in Invermere and Enderby. Adults 40 and older in 13 other communities in B.C. will also be prioritized for the AstraZeneca vaccine. Stronger Province-wide Restrictions affect Indoor Dining, Group Fitness Classes & Religious and Worship Services

Between March 29 at midnight and April 19, 2021 at midnight the Provincial Health Officer is strengthening province-wide restrictions:

  • The variance allowing indoor religious gatherings and worship services between March 28 and May 13, 2021 is suspended
  • Indoor low intensity group exercise classes are cancelled
  • Restaurants, pubs and bars are closed for indoor dining. Outdoor patio seating and take-out or delivery is allowed
  • Whistler Blackcomb ski resort is closed

This week, vaccination appointments are open for seniors 73 and over, and Indigenous (First Nations, Métis, Inuit) individuals aged 55 years and older and Indigenous Elders. Appointments are required for all clinics.

Fraser Health implements proactive measures for responding to increasing COVID-19 and COVID-19 variants  

To respond to increasing COVID-19 cases in our region, including variant cases, Fraser Health is implementing enhanced management strategies for case finding and contact management to help prevent transmission of COVID-19 and COVID-19 variants.

Fraser Health is proactively implementing these new, aggressive actions immediately to protect our communities from COVID-19 and COVID-19 variants.

The new actions include:

  • Effective immediately, we have expanded COVID-19 testing recommendations to include all high-risk contacts of individuals who test positive for COVID-19, regardless of whether they are experiencing symptoms. In addition, we have expanded use of Point of Care testing for specific clusters or outbreak settings.
  • To prevent further transmission of the virus, individuals who test positive for COVID-19 will be asked additional questions about their exposures, their close contacts and their ability to self-isolate. In addition, Fraser Health Public Health contact tracing teams will check in more frequently to see how they are feeling and managing their illness.
  • Immediate steps are being taken to streamline screening for variants so we can identify and notify positive cases more quickly.

To help keep our communities safe, we ask people to continue to follow Public Health measures and guidelines.

People who have tested positive can complete a contact tracing form available on the Fraser Health website, which can be completed from their smartphone, tablet or computer. Those who do not have access to the online form will still receive a call from Public Health to obtain the same information needed for Public Health to begin case and contact management.

Vaccines Being Developed

Several types of vaccines for COVID-19 are being developed and delivered to locations in all health authorities in B.C. Vaccines are being administered first to high-priority populations like seniors and frontline healthcare workers.

The Province anticipates starting vaccination of most other people in B.C. after March of 2021.

Contact Tracing Form

People who test positive for COVID-19 can now complete an online contact tracing form via Fraser Health on a smartphone, tablet or computer as soon as they receive their positive result.

This new, convenient option will speed up reporting to Public Health and ensure those who are potentially exposed can self-isolate and get a COVID-19 test as soon as possible. This is optional, and anyone without access to the online form will still receive a call from Public Health.

New Provincial Public Health Orders in Effect

By order and direction of the Provincial Health Officer (PHO), all individuals, places of work and businesses in B.C. must significantly reduce their level of social interactions and travel. 

This means no social gatherings of any size with anyone other than your household or core bubble. For example:

  • Do not invite friends or extended family to your household 

  • Do not gather outdoors

  • Do not gather in your backyard

  • Do not have playdates for children

All events and community-based gatherings as defined in the PHO order – Gatherings and Events bulletin are also suspended.

Masks in Public Indoor Settings

As per the province, masks are now required in all indoor public settings and all retail stores. This includes malls, grocery stores, all City of Surrey civic facilities like libraries and recreation centres, and restaurants and bars when not seated at a table.

At this time, all non-essential travel should be avoided. This includes travel into and out of B.C. and between regions of the province. For example:

  • Do not travel for a vacation

  • Do not travel to visit friends or family outside of your household or core bubble

Indoor Group Physical Activities & Sports 

City of Surrey has suspended all indoor fitness classes, aquafit and any other indoor group physical activity until further notice. This is in line with the provincial update outlining the expectation to limit group physical activities.

Province Limits Gatherings in Private Homes

A new provincial health officer order has been put in place, limiting gatherings in private homes to no more than your immediate household, plus six others. This provincewide order applies to all homes for all occasions. Enforcement will be stepped up to ensure people are following this new order.

In addition, there is a stronger expectation that people across B.C. will wear masks in all indoor public spaces. As part of this, businesses are asked to review their COVID-19 safety plans with this in mind. If you are in a high-traffic area or among many people outside of your household while at work, a mask will help to protect you and those around you.

Province updates measures to enforce COVID-19 public safety

All ticketing measures previously announced on Aug. 21, 2020, to enforce COVID-19 public safety at gatherings and events will remain in effect and will be expanded. Effective immediately, the measures are enacted under the provincial state of emergency, using the extraordinary powers of the Emergency Program Act (EPA) in ongoing support of B.C.’s COVID-19 response and economic recovery plan.

  • The holding of any event in a banquet hall is prohibited.
  • Nightclubs must cease operating as nightclubs.
  • Background music or other background sounds, such as from televisions, must be no louder than the volume of normal conversation.
  • Liquor sales for onsite consumption must cease by 10 p.m.
  • Unless a full meal service is provided, premises must close by 11 p.m. and all patrons must vacate the premises. If a full meal service is provided, premises may stay open, but liquor must not be served until 11 a.m. the following day.
  • Liquor must not be consumed on premises by owners, operators or staff after 11 p.m.
  • Liquor service at private events must cease at 10 p.m.
  • If food or liquor serving premises hold private events, like wedding receptions, the same rules that hotels and other venues must follow apply to these premises.

Fraser Health Expands COVID-19 Testing in Surrey

In partnership with the Surrey-North Delta Division of Family Practice, Fraser Health is relocating its Surrey test collection centre to a new location that will triple the testing capacity and better respond to the needs of our community. Located at 14577 66 Avenue, this expanded service in Surrey will be able to conduct as many as 800 tests daily, which is an additional 550 tests a day for people with symptoms that require one. The new centre is now opened.

Museum of Surrey to Re-Open September 9

After a six-month closure, Museum of Surrey is set to reopen to the public and welcome back visitors. Beginning September 9th, the facility will offer free, hour long pre-registered tours. Limiting visitors to 40 at a time and following citywide COVID-19 safety protocols, MOS expects to offer the same experience with new norm adjustments.

Darts Hill Garden Park Carefully Reopens for the Season

Starting this week, Darts Hill Garden Park reopens with new protocols to ensure community safety as the COVID-19 pandemic continues. Public and School Playgrounds Re-opening June 1

Surrey, BC - Effective June 1, 125 playgrounds throughout the City’s park system and all playgrounds within the Surrey School district’s 101 elementary schools will be re-opened. The decision to re-open has been made with direction from the Provincial COVID-19 Health & Safety Guidelines which states that “playgrounds are a safe environment” and that everyone should be mindful of “appropriate personal hygiene practices before, during and after outdoor play.”

“The collective work we have done to flatten the curve is working and that is why we are now re-opening our City playgrounds,” said Mayor Doug McCallum. “I fully welcome children, students and families to make full use of the playgrounds, but I want to remind everyone it is very important that we all continue to practice good health and hygiene measures. Council Implements New Initiatives to Help Local Restauranteurs and Retailers

Surrey, BC - At last night’s Regular Council Meeting, Council approved the Parking to Patios and Sidewalk Queuing Space initiatives that will permit the use of temporary outdoor areas to support local businesses. The two new pilot initiatives will create a simple and flexible process that allows businesses to provide increased physical distancing opportunities in outdoor spaces to meet Provincially mandated maximum occupancy reductions as part of the Provincial Government’s Phase 2 BC Restart Plan.

Canadian Water & Waste Water Association Guidelines for Building Managers on Reopening Buildings

Response to the COVID-19 pandemic has forced the prolonged closure or reduced occupancy of many buildings. When buildings are closed or on low occupancy for any prolonged period, water in the building becomes stagnant and can pose a number of potential health risks to consumers. Prior to re-opening or fully re-occupying a building, building managers need to take steps to ensure the water in the building is safe to consume.

ICBC will be waiving the $30 cancellation fee and $18 re-plating fee for those people who choose to cancel their insurance during this time. Customers will be required to remove the plate from their vehicle while it is not insured and the vehicle must be kept off the road.

Easter Weekend COVID-19 Measures

In an effort to flatten the curve, the City of Surrey is implementing the following measures in advance of the upcoming Easter Weekend.

  • Effective immediately 1001 Steps (12500 Block of 15A Ave) and Christopherson Steps (2409 Christopherson Rd) are closed to all public use. The closures are in effect until further notice.
  • Starting this Friday, April 10 through Monday, April 13, vehicle access to Crescent Beach will be closed when the beach parking lot is full. When the parking lot is full, all non-residential vehicle traffic will be diverted from the area at Crescent Road and 128th St.
  • The COVID-19 Compliance and Enforcement Team will be proactively patrolling busy areas throughout the Easter weekend to ensure that safe physical distancing measures are being observed.

The Government of Canada has announced new measures for ferries and commercial passenger vessels with 12+ passengers that will come into effect April 6, 2020. These new measures include prohibiting commercial marine vessels from engaging in non-essential activities, restrictions on Canadian cruise ships and reductions in passengers allowed on ferries. The Surrey Flattens the Curve campaign calls on residents to share their personal commitment in limiting the spread of COVID-19, while rallying others to join the fight. This public campaign includes a social media badge and banner enabling residents to share their pledge with family and friends, as well as digital billboard ads, local transit shelter ads and digital promotion of the campaign hashtag, #SurreyFlattenstheCurve.  The campaign emphasises the three main actions needed to stop the spread of COVID-19.

Province supporting people with relief on power bills during COVID-19

BC Hydro will offer new, targeted bill relief to provide immediate help to those most in need. Positive Results Seen by Surrey COVID-19 Compliance and Enforcement Team

Surrey Bylaws and Surrey RCMP have launched the COVID-19 Compliance and Enforcement Team to ensure all Surrey residents and business owners understand their personal obligations to stop the spread of COVID-19. The COVID-19 Compliance & Enforcement Team comprises of law enforcement officers made up of members of the Surrey Bylaw Services and Surrey RCMP. The team proactively conducts outreach to Surrey businesses, faith-based locations, event locations, and recovery homes to inform, educate and prevent contraventions of public health safety orders.   • The federal government announced new funding to help address the needs of those experiencing homelessness as well as special funding for women’s shelters, including facilities in Indigenous communities, to help with their capacity to manage or prevent an outbreak.
  • Funding is also available to support for counselling services to children and youth via Kids Help Phone.

  • Dr. Bonnie Henry, B.C.’s provincial health officer, has ordered all episodic vending markets (also known as “farmers’ markets” or “community markets”) to only allow vendors to serve food at these events. Vendors of all other merchandise are prohibited at these events until further notice. Learn More
  • The Government of Canada is now requiring all air operators to conduct a health check of travellers before they board a flight within Canada or departing from Canada, based on guidance from the Public Health Agency of Canada. Air operators can refuse boarding to a passenger that presents COVID-19 symptoms. Learn More

  • Effective Monday, March 30, garbage, organics and recycling must be contained within carts, and the Large Item Pick Up Program will be suspended until further notice. Any large item scheduled for pickup on or after this date will be rescheduled for pickup at a later date.

COVID-19 Compliance and Enforcement Team

City Bylaw Services and the Surrey RCMP have established a joint COVID-19 Compliance and Enforcement Team to respond to public complaints received where individuals are not respecting social distancing practices and the instructions and/or recommendations provided by the Provincial Medical Health Officer. The Team will disperse gatherings of more than 50 people through education, however, municipal fines or other penalties may be enforced against non compliant persons or businesses. The Team's primary focus is on:

  • Businesses, banquet halls, and faith-based locations;
  • Large gatherings at any place of (private) business;
  • Large gatherings on residential properties; and
  • Playgrounds and any gatherings of more than 50 people on any City-owned property.

Residents wishing to report a violation to a public health order must contact the City of Surrey Bylaw Call Centre at 604-591-4370 or the RCMP Non Emergency Line at 604-599-0502 after hours and weekends.

  • The Province is funding the expansion of bc211, a provincewide information and referral service, to match seniors with volunteers. 90-day Extension for Annual Flat Water and Sewer Payment

Effective March 25, the City of Surrey's Annual Flat Water and Sewer payment will be extended by 90 days. The grace period has been endorsed by City Council and the payment is now due July 2, 2020. There has been no change to the payment schedule for those on metered billing.

Effective immediately, City playgrounds, city skateparks, city sports courts for team sports such as basketball, lacrosse/ball hockey are closed. All City of Surrey playing fields are closed for organized sports. Provincial sport organizations, i.e. BC Soccer, BC Football, BC Baseball, BC Softball and BC Cricket have suspended all play. Casual use of sports fields and open green space in our parks can take place within the parameters of social distancing.

COVID-19 Action Plan: Province Announces First steps to Support People, Businesses

British Columbians affected by the COVID-19 pandemic will benefit from $5 billion in income supports, tax relief and direct funding for people, businesses and services. The COVID-19 Action Plan is the provincial government’s first step to provide relief to people and businesses in British Columbia. The plan dedicates $2.8 billion to help people and fund the services they need to weather the crisis; $2.2 billion will provide relief to businesses and help them recover after the outbreak.

March 21, 2020 Updates

  • Until further notice, the Province has ordered the closure of personal service establishments – like barbershops, salons, nail estheticians, health spas, massage parlours, tattoo shops and others. Learn more
  • As British Columbians work to reduce the spread of the coronavirus, the Province is taking swift action to protect vulnerable people, including those experiencing homelessness, in communities around British Columbia. March 20, 2020 Updates

  • Planning & Development Call Centre: As of 8:30am on March 20, Planning & Development has now implemented a call centre, allowing residents and customers to avoid visiting City Hall. All Planning & Development inquiries will be accepted and dealt with on a first-come-first-serve basis (similar to the department’s Customer Service Counter’s regular process).   • Digital Permit Intake: All Planning & Development permits will now be digitally accepted by email, through permitapplication@surrey.ca. All permit application processes will remain the same, apart from receiving the physical document copies.

Applicants must submit all necessary documentations, similar to in-person permit application submissions. Once Planning & Development staff receive an emailed permit application, the attached documents will be printed and saved digitally. Regular permit intake procedures will then continue as usual. Any permit application deficiencies will be communicated by email.

Planning & Development has the right to request hard copy permit application submissions when appropriate. While we intend on lessening in-person interactions and avoiding you from visiting City Hall, hard copies may be necessary depending on the scope of work and project size. Should this be the case, we will let you know after you have attempted to submit your application by email.

March 19, 2020 Updates

Mayor McCallum provided an update on City Services and Operations. Highlights include:

  • Starting Friday, March 20, a call centre for planning, development and building inquiries and to make appointments that would normally take place at City Hall will be in operation. Call 604-591-4086 for assistance.
  • Starting Monday, March 23, all city-run day camps will be shut down. Also, starting Monday, the two daycares located at civic facilities will be shut down to the public in order to prioritize space for health workers, first responders and essential service workers.
  • City staff have also been taking stock of large format industrial space that could potentially be used to set up temporary hospitals, or as space for production lines to manufacture essential medical equipment, or for warehousing of essential resources.
  • Regarding property taxes, we are actively working with the Province on what can be done on this front and we will update you as soon as we can.

  • The British Columbia government has declared a provincial state of emergency to support the provincewide response to the novel coronavirus (COVID-19) pandemic.
  • Declaring a state of emergency allows the Province, through the minister, to implement any provincial emergency measures required with access to land and human resource assets that may be necessary to prevent, respond to or alleviate the effects of an emergency. March 17, 2020 Updates

  • Classes at all K-12 schools in BC are suspended until further notice to prevent the spread of COVID-19. During this time, the Province of British Columbia has directed schools to develop a plan for continued learning for their students.
  • Effective immediately, businesses with liquor primary licences, such as bars, pubs and night clubs, must close as they are unable to adequately meet the requirements of social distancing. Restaurants and cafes that cannot maintain social distancing of one to two meters between patrons will need to move to take-out and delivery models.

March 16, 2020 updates

The Prime Minister, Justin Trudeau, announced additional actions being taken in response to COVID-19 to limit its spread and to provide support to Canadian travellers. The Prime Minister also strongly urged Canadians to follow the recommendations that:

  • All Canadians avoid non-essential travel outside the country until further notice.
  • Canadian travellers return to Canada via commercial means while they remain available.
  • All travellers to Canada self-isolate for 14 days upon entry, with exceptions for workers who are essential to the movement of goods and people.

Additionally, new air travel regulations are now in place:

  • International flights will only be permitted to Toronto Pearson International Airport, Vancouver International Airport, Montréal-Trudeau International Airport, and Calgary International Airport.
  • Foreign nationals are not permitted. Moving forward, only air crews, travellers arriving in Canada in transit to a third country, Canadian permanent residents, diplomats, or immediate family members of Canadian citizens will be permitted to land by air in Canada.
