Disputing Your Enforcement Notice

The City of Surrey has implemented a Bylaw Adjudication System under the Local Government Bylaw Notice Enforcement Act, which allows the municipality to resolve minor bylaw disputes at the local level rather than through the Provincial Court system.

Previously, a disputed bylaw ticket had to appear in a BC Provincial Court, an expensive and time-consuming process. With the Bylaw Adjudication System, bylaw notice disputes are reviewed by adjudicators assigned by the Ministry of the Attorney General.

All disputes must be submitted within 14 days of the Date of Service. If your bylaw notice proceeds to adjudication, you will lose the early payment discount and if the bylaw notice is upheld by the adjudicator, you will be charged a $25 administration fee in addition to the bylaw notice penalty. Adjudicators cannot reduce the bylaw notice penalty amount and the issuing officer does not need to attend the hearing.

If you have an inquiry about this bylaw notice or the Adjudication process, please call the Bylaw Adjudication & Appeal Centre at 604-591-4178, Monday to Friday 8:30am to 4:30pm.

Disputes can be filed online or mailing/delivering the Notice of Dispute form to:
