Grandview Heights Area #3 Plan

Grandview NCP #3

The City of Surrey is undertaking a long term plan for the Grandview Heights #3 Neighbourhood in South Surrey.  We are currently in the process of exploring how this area might evolve and what it could look like in the future.  The plan is being developed using a five step/two stage planning process, and extensive public and stakeholder consultation, with support from the Grandview Heights #3 Citizen Advisory Committee (“CAC”), city staff and project consultants.

The Intent of the plan is to thoughtfully guide the re-development this area as it grows over the next 30+ years into a healthy and sustainable neighbourhood with a diversity of housing types, inter-connected transportation choices, local amenities, natural areas, parks, and gathering places.

Survey Results

Thank you to everyone who completed our recent survey - 548 people provided input on the draft stage 1 land use plan. Your comments are being used to refine the draft land use, transportation and parks and open space concepts. The refined concepts is targeted to be presented to Council in early 2019 for consideration and adoption.  From there, we will start Stage 2 of the Plan Process, which will include a comprehensive review of servicing requirements for the area, including drainage, sanitary and water review, as well as a financial strategy to ensure all aspects of the plan is achievable.

May 2018 - Public Open House

Thanks to the 150+ people who came to the Public Open House on Thursday, May 31st, 2018 to view and comment on draft Stage 1 Land use concept plan. Your feedback will be considered and incorporated into the plan before a preferred land use concept plan is presented to Council.

Plan Area

The Grandview Heights NCP Area #3 is bounded by 16 Avenue and 20 Avenue, and 168 Street and 176 Street. It touches the Agricultural Land Reserve to the south of 16 Avenue and Redwood Park to the east of 176 Street. The NCP area covers 128 Hectares (approximately 316 acres) of land and consists of approximately 75 privately held properties except the City-owned Darts Hill Garden Park properties.

    October 22, 2015 - Open house is hosted by a major landowner in the Grandview Heights #3 area in order to gauge the level of interest among landowners for an NCP process to begin.

    January 6, 2016 - City receives a  Petition from land owners in Grandview Heights #3 area seeking the preparation of an plan process for the area.

    July 25, 2016 –City Council authorizes City staff to begin the process of preparing a plan for Grandview Heights Neighbourhood Area #3 as part of resolution of Corporate Report R186

    November 23, 2016 –A Public Open House meeting is held to begin the process of preparing a Neighbourhood Concept Plan (NCP) for the Grandview Heights NCP area #3.

    March 28, 2017 - A Citizen’s Advisory Committee (CAC) is established made of up local residents and landowners as part of the overall consultation process for Grandview Heights Area #3.

    September 12, 2017 - A Property Owners Meeting was held with land owners in the Hazelmere Estates area of the Grandview Heights #3 area to discuss long term land use concept ideas.

    November 27, 2017 - A Public Open House was held to identify plan features, gather feedback on land use options and planning priorities.   Attendees were invited to review and comment on display boards showing planning principles, and three land use concept options.

    May 31, 2018 – A Open House was held for the public to view and comment on a draft stage 1 land use plan for Grandview Heights Area #3.

    Fall 2018 –Review of proposed Stage 1 Concept Plan based on public/stakeholder feedback recieved by the City and conduct a comprehensive city review of proposed land uses.

    Winter 2019 – Seek Council consideration and approval of preferred Stage 1 Plan and authorization to initiate stage 2 of the planning process.

    Spring 2019-Fall 2019 – Initiate and complete engineering servicing review, financing and design studies and develop phasing and implementation plans.

    Fall 2019 – Finalize Stage 2 land use concept plan, engineering, financing and design studies.

    TBD 2020 – Seek Council consideration and approval of Final Land Use Concept and complete NCP document and servicing plan for Grandview Area #3.
