June 29, 2020 was an historic day in Surrey.  The Province of BC announced the members of the inaugural Surrey Police Board.

With this announcement the Board is now formally established, and the policing transition moves into an exciting new phase.  This is an historic shift in how policing services will be delivered in Surrey and will build on the important contribution that the Surrey RCMP has made to Surrey over the last several decades.

Recent events have highlighted the importance of local accountability and civilian oversight in policing. In BC there are strong accountability systems in place that ensure civilian oversight and the Board will provide this for the Surrey Police. The Board will build a innovative, modern and proactive police service to that reflects the dynamic, urban community it serves and implements new approaches to policing to build safety for our community with participation from all our citizens.

Over the coming weeks the Board will receive orientation and training to support them in assuming their new responsibilities.  They will then begin to formally meet. One of the Board’s first critical tasks is to appoint the Chief Constable and the Executive Team.  

The primary responsibility of the Board is to ensure it provides independent civilian oversight, governance, financial and strategic leadership to the Surrey Police, ensuring it carries out its mandate in a manner that is consistent with the Police Act and is reflective of the needs, values, and diversity of Surrey’s communities.

More specifically, the Board approves operational and administrative policies, authorizes the financial resources, including submitting an annual provisional budget to Council each year, employs sworn and civilian personnel, and provides oversight of policing operations.

In overseeing Surrey Police operations, the Board ensures the development of rules for the administration of the Surrey Police Department and the effective implementation of programs and strategies to achieve the departments priorities, goals, and objectives.

The Board also is responsible for handling service or policy complaints. Under the Police Act, the Director of Police Services in the Ministry of Public Safety and Solicitor General superintends policing in BC. As such the Director works closely with the Board to support excellence in all independent municipal police services.
