The City has plans to widen 140 Street from 88 to 92 Ave.

Project Description 

The City will be making improvements in the near future along 140 Street from 88 Avenue to 92 Avenue. The road will be widened from a single lane road in each direction to a 4-lane, median-separated arterial with multi-modal facilities for pedestrians, cyclists and transit users. There will be no provision for on-street parking.

The project is anticipated to generally consist of: 

  • Widening to 2 travel lanes in each direction with curb and gutters 
  • Construction of left turn bays and a raised landscaped median 
  • Addition of a separated Multi-use pathway (greenway) on both sides as a shared space for cyclists and pedestrians 
  • New fully-signalized intersection at 140 Street & 90 Avenue  
  • Improved bus stops 
  • Enhanced street and pedestrian lighting 
  • Intersection enhancements 
  • A street tree utility strip 
  • Improved pavement condition and drainage works 

Upgrades to 140 Street are included in the Engineering Department’s 10-Year Servicing Plan.

Why 140 Street? 

Surrey's transportation network is annually upgraded with the important driving, walking, and cycling infrastructure the City needs to move safely and efficiently. Annual improvements, such as 140 Street Arterial Widening, are essential to achieving the goals of our Transportation Strategic Plan as the City grows.  

This project is a high-growth area investment which will facilitate better integration with rapid transit investments, grow our active transportation options and help us achieve more complete, connected and liveable neighbourhoods.   

The 140 Street corridor serves as a key connection between Newton Town Centre and City Centre. Based on 2014 traffic data for this segment, the average annual traffic (AADT) surpassed 17,000 AAD, exceeding the threshold capacity of 15,0000 AADT for a two-lane arterial. With the extension of SkyTrain rapid transit along Fraser Highway, it’s importance as an alternate route to support the continued growth of residential, commercial, and employment land growth in the area, is growing. It’s also a designated bike route, connecting Quibble Creek Greenway with Green Timbers Urban Forest and 100 Avenue, serving both recreational and commuter cyclists.   

Ultimately, the City intends to deliver a multi-phase program of widening and providing multimodal infrastructure along the entire 140 Street corridor from 72 Avenue in Newton through to the north end of City Centre. The corridor was most recently widened along the segment between 96 Avenue and 100 Avenue.  

What will this Project Achieve? 

Improvements along this section will: 

  • Reduce congestion and delays, which also increases transit time reliability 
  • Provide safety and capacity improvements across various travel modes 
  • Help to establish a continuous corridor between Newton Town Centre and the City Centre 
  • Develop a finer and more complete transportation network by improving cycling and pedestrian facilities, including protected intersections 
  • Improve pavement condition 

Project Timing 

Construction is currently anticipated to begin in 2020 or 2021 is expected to take about 12 months to complete.
