GENERAL PROJECT INFORMATION

The City is seeking pre-qualification Submissions from interested Respondents to provide Environmental Assessment services for major projects to support Coastal Climate Adaptation Works within the City, as further described in this RFEOI/SOQ.  This work is part of the City of Surrey’s Disaster Mitigation and Adaptation Fund (DMAF) Project and is funded in part by the Government of Canada.

The Coastal Climate Adaptation Works planned within the City consist of 13 individual grey and green infrastructure improvements, all focused on reducing Surrey’s vulnerability to coastal flooding and sea level rise.  The individual components range from dyke and road upgrades, sea dam and bridge replacements, to storm sewer upgrades, nature-based solutions and other infrastructure investments.  Four (4) of the components have been identified as major projects requiring provincial permitting through the BC Environmental Assessment Act [SBC 2002, c. 43] (BCEAA).

The four components that are a part of this RFEOI/SOQ include (refer to Schedule C for component details):

• Serpentine Sea Dam Replacement,
• Nicomekl Riverfront Park,
• King George Boulevard Bridge and Nicomekl Sea Dam Replacement, and
• Nature-based Foreshore Enhancements in Mud Bay.

Scope of Services

Activities and deliverables relative to the following:

1.  Project Coordination and Management
2.  Environmental Assessment
3.  Regulatory Permitting and Approval
4.  Habitat Offsetting, Compensation and Restoration Planning to Support Regulatory Permit Acquisition
5.  Land Tenure Management
6.  Archeological Impact Assessment
7.  Indigenous Consultation

Respondents Preferred Qualifications

The Consultant team should have experience in the following:

  • Qualified Environmental Professions in good standing with a governing body and have the authority to stamp and sign environmental assessment submissions and related documentation;
  • Previous experience and a firm understading of the BCEAA and of how to work with the BCEAO, as well as the municipal, provincial and federal regulatory requirements and best management practices that guide construction activities within the natural environment;
  • Experience with the creation and management of habitat banks with Fisheries and Oceans Canada;
  • The consultant team should include qualified professionals (e.g. hydrologists) that can provide a professional opinion on stream hydraulics, river and coastal morphology, water salinity impacts and potential erosion issues that may confound environmental impacts;
  • Experience in leading Crown land tenure processes.
  • Personnel qualified to undertake consultation with Indigenous groups with regards to the four components.  Stakeholder engagement and consultation, and in communication of scientific concepts and facilitation of discussions based on scientific and technical information to a diverse range of stakeholders.

Addenda
If the City determines that an amendment is required to this RFEOI/SOQ, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFEOI/SOQ.  No amendment of any kind to the RFEOI/SOQ is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Submission, Respondents will be deemed to have received notice of all addenda that are posted on the City Website.
