Supply and Administration of an Artificial Intelligence Solution for Public Works Service Requests

REQUEST FOR PROPOSALS

SPECIFICATIONS OF GOODS AND SCOPE OF SERVICES

The City of Surrey (the “City”) invites Proposals from experienced and qualified Proponents for the provision of everything required including all skilled labour, tools, materials, equipment, software, administration, training and support for provision of an Artificial Intelligence Solution for Public Works Service (the “Solution”) to identify pavement hazards in the City, and those that may be added subsequently and any other requirements. The Proponent will be responsible for all aspects of providing, commissioning and integrating the Solution with the City’s associated systems (both handheld and vehicle-based).

FUNCTIONAL AND TECHNICAL REQUIREMENTS

The following describes the functional and technical requirements for the supplied Solution:

a) Ability to improve the City’s analysis of the City’s street infrastructure;
b) integration with any and existing City mobile application systems;
c) comprehensive data management and account administration capabilities accessible through a client/City dashboard;
d) feature-rich account administration options for users;
e) feature rich management software/dashboard accessible by the City, with comprehensive operational reporting capabilities;
f) geo-location recognition;
g) ability to download the data to and operate on: Blackberry, Android, iOS operating systems, and any operating system that emerges within the term with equivalent market share to these established systems;
h) the City ownership of any and all collected data with ability for City to access data for reporting purposes;
i) a high level of data security measures in place to ensure compliance with BC personal information privacy legislation, including data hosting within Canada;
j) capacity to accommodate City branding.

ADDENDA 

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid website at www.bcbid.gov.bc.ca and the City website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
